PROPOSAL:
Amend the FY 2005-06 Budget for Capital Outlays Increasing the Number
of Budgeted Combustion Analyzers and Authorize their Purchase
SYNPOSIS:
Capital Outlay Item #7 was approved as part of the FY 2005-06 Budget,
which included two combustion analyzers at a total cost not to exceed
$16,000. The bidding process has revealed that the approved funding is
sufficient to purchase a total of three analyzers. Amendment of the FY
2005-06 Budget is necessary to approve the acquisition of the third unit.

Compliance increasing the total number of approved combustion analyzers to
three.
- Authorize the procurement manager to purchase three combustion
analyzers for an amount not to exceed the original budgeted sum of
$16,000.

Background
Two combustion analyzers were approved as part of the FY 2005-06 Budget
at a cost not to exceed $16,000 (Capital Outlay, Item #7). Analyzers of this
type are used by compliance staff to ensure that combustion equipment
operates in compliance with AQMD rule requirements. Inspections conducted to
date have found a significant number of the facilities tested to be in
violation of AQMD emission requirements. With only four combustion analyzers
currently available to compliance staff, additional analyzers are needed to
maximize the agency’s compliance efforts.
The bidding process revealed that the $16,000 approved for the two units
would be sufficient to purchase a total of three analyzers. Given the
current need for this type of equipment, staff is recommending the
acquisition of the additional analyzer.
Proposal
Staff recommends amending the FY 2005-06 Budget, modifying the Capital
Outlay, Major Object, Item #7 to reflect three combustion analyzers at a
total cost not to exceed $16,000.

Funding for this item was approved as part of the FY 2005-06 Budget.
