SYNPOSIS:
This report summarizes the RFPs and RFQs for budgeted services over
$50,000 scheduled to be released for advertisement for the month of
January.

Background
At its April 9, 1999 meeting, the Board approved a revised Procurement
Policy and Procedure. Under the revised policy, RFPs and RFQs for budgeted
items over $50,000, which follow the standard evaluation criteria, no longer
require individual Board approval. However, a monthly report of all RFPs and
RFQs over $50,000 is included as part of the Board agenda package and the
Board may, if desired, take individual action on any item. The report
provides the title and synopsis of the RFP or RFQ, the budgeted funds
available, the release date, the closing date, the type of evaluation
method, and the AQMD contact.
Outreach
In accordance with AQMD’s Procurement Policy and Procedure, a public
notice advertising the RFP/RFQ and inviting bids will be published in the
Los Angeles Times, the Orange County Register, the San Bernardino Sun, and
Riverside County Press Enterprise newspapers to leverage the most
cost-effective method of outreach to the entire South Coast Basin.
Additionally, potential bidders may be notified utilizing the Los Angeles
County MTA Directory of Certified Firms, the Inland Area Opportunity Pages
Ethnic/Women Business & Professional Directory; and AQMD’s own electronic
listing of certified minority vendors. Notice of the RFP/RFQ will be mailed
to the Black and Latino Legislative Caucuses and various minority chambers
of commerce and business associations, and placed on the Internet at AQMD’s
Web site (http://www.aqmd.gov where it can
be viewed by making menu selections “Inside AQMD”/“Employment and Business
Opportunities”/“Business Opportunities” or by going directly to
http://www.aqmd.gov/rfp/index.html). Information is also available on
AQMD’s bidder’s 24-hour telephone message line (909) 396-2724.
Proposal Evaluation
Proposals received will be evaluated by applicable diverse panels of
technically qualified individuals familiar with the subject matter of the
project or equipment and may include outside public sector or academic
community expertise.

The AQMD uses Hewlett Packard AlphaServer mini computer
systems for several mission critical applications including CLASS,
PeopleSoft Financials and Human Resources, Telemetry, and Modeling. This
action is to issue an RFQ to invite eligible vendors to submit
quotations for mini-computer hardware/software maintenance. This bidding
process will ensure that the AQMD is using the most cost-effective
providers for these services. Funds ($223,900) for these services are
included in the FY 2005-06 Budget. |

Issue RFP for Employee Relations Litigation and
Negotiation Services |

AQMD contracts with outside law firms for employee
relations litigation services and for legal counsel during labor
contract negotiations and on various labor-related issues. Current
contracts expire June 30, 2006. This action is to issue an RFP for the
purpose of pre-qualifying law firms to provide these services as needs
arise. Funds for these services in the amount of $200,000 will be
requested in the FY 2006-07 Budget and in successive fiscal years. |
