Polytechnic University, Pomona Foundation for the services of student interns in
the areas of Finance, Public Affairs and Science and Technology Advancement. The
Requested interns would assist staff with a variety of short-term
compliance-related projects, while at the same time, gaining valuable real-world
experience. It is estimated that $20,000 of student intern services in
Engineering and Compliance will be needed for this calendar year. Adequate
funding for this item has been included in the FY 2005-06 Budget. (Review:

3. Execute Contract to Update School Bus Inventory for South Coast Air
Basin

At its September 9, 2005 meeting, the Board approved the release of an RFP to
solicit proposals to update and expand the existing school bus inventory in the
Basin. The updated inventory is necessary to continue the successful
implementation of the Lower-Emission School Bus Program with funds generated
under AB 923. Nine proposals were received by the closing date of October 26,
2005 and were rated by an evaluation panel. This action is to execute a contract
with Burnett and Burnette to update and expand the school bus inventory in the
Basin for an amount not to exceed $50,000 from the Clean Fuels Fund. (Review:

4. Appropriate Funds and Execute Contract for Study to Determine
Feasibility of Using Remote Sensing Technology to Measure Locomotive Emissions

AB 1222 (Jones) directs CARB to implement a pilot program to determine the
feasibility of using remote sensing technology to quantify emissions from
locomotives. The specific objectives of the pilot program are to ascertain
whether remote sensing technology can: (1) accurately measure NOx, PM, and CO
emissions from locomotives, (2) identify applicable Tier 0, 1, or 2 federal
certification standards for a locomotive, and (3) determine a locomotive’s
emission levels relative to its applicable federal emission certification level.
AB 1222 further requires the AQMD to reimburse CARB for a portion of the pilot
program costs. This action is to appropriate up to $300,000 from the General
Fund to the Science and Technology Advancement FY 2005-06 Budget, Professional
and Special Services Account. The funding could be reimbursed through a Federal
Grant from the California Department of Transportation (Caltrans) for purposes
of reducing diesel emissions in the SCAQMD upon approval from Caltrans. In
addition, this account will potentially accept up to $200,000 from railroad
industry for purposes of executing a contract with CARB or another entity
designated by CARB for an amount not to exceed $500,000 for purposes of funding
the pilot program as specified in AB 1222. (Review: Technology Committee,

5. Execute Contract and Agreement to Implement High Emitter Identification
Program and Voluntary High Emitting Vehicle Scrapping Program

On September 9, 2005, the Board issued an RFP to solicit a contractor to
identify high emitting vehicles within the jurisdictional boundaries of the AQMD
using remote sensing device (RSD) technology, and to manage and maintain a high
emitting vehicle database. The Board also approved issuing a program
announcement to solicit a licensed vehicle dismantler for a Voluntary High
Emitting Vehicle Scrapping Program. Each solicitation received one response.
This action is to execute a contract with Environmental Systems Products
Holdings, Inc. for the High Emitter Identification Program at a cost not to
exceed $1 million. Additionally, staff recommends entering into an agreement
with Pick-Your-Part Auto Wrecking for the auto dismantling and scrapping program
consisting of a reimbursement to the AQMD of $15.00 per vehicle scrapped.

6. Execute Contracts for FY 2004-05 Carl Moyer Memorial Air Quality
Standards Attainment Program and Modify Previous Award and Amend Existing
Contract under FY 2003-04 Carl Moyer Program

On September 30, 2005, proposals were received in response to the RFP that
was issued for the FY 2004-05 Carl Moyer Air Quality Standards Attainment
Program. This action is to execute new contracts under the Carl Moyer Program
with $11,636,750 in funding from SB1107, $6,580,958 in funding from AB923, and
$1,019,292 in funding from previous years’ turnback funds. Including the
projects approved by the Board on December 2, 2005, the total expenditures under
SB1107 and AB923 are $11,905,985 and $6,700,400 respectively, for the FY 2004-05
Carl Moyer Program. In addition, this action is to modify a previous award and
an existing contract under the Carl Moyer Program. (Review: Technology

7. Execute Sole Source Contracts for Consulting Services to Assist in
Preparation of Mobile Source Emissions Element of 2007 AQMP

There is a need to retain outside experts in the field of transportation fuel
formulation and mobile source inventory development in preparation of the 2007
AQMP Revision. This action is to execute sole source contracts with A 2nd
Opinion, Inc. and Saint Malo Solutions, at a cost not to exceed $75,000 each. A
2nd Opinion has over 25 years experience in the area of fuel formulation and on
the CARB fuel predictive model. Consultants from Saint Malo are experts on the
CARB EMFAC mobile source emissions factor model. Sufficient funds are available

8. Recognize Funds from U.S. EPA and Amend Contract to Demonstrate LNG
Locomotive

The U.S. EPA recently awarded $100,000 in grant funds to the AQMD as part of
its 2005 Collaborative Demonstration Project Program. The funding will assist in
a prior Carl Moyer award for an LNG short line locomotive operating between the
Ports of Los Angeles and Long Beach and a cargo facility in Lancaster with
Hunter & Hunter Trucking. This action is to recognize the award and amend the
existing contract with Hunter & Hunter Trucking with the additional $100,000 to

9. Approve Establishment of Caltrans High Priority Projects Special
Revenue Fund to Implement Federal Emission Reduction Program for South Coast Air
Quality Management District

This action is to establish a Special Fund and recognize revenues made
available under United States Public Law 109-59 §1701(a)(2)(B), enacted on
August 10, 2005. A total of $2,000,000 is available to the AQMD over the next
five years for the federal Diesel Emissions Reduction Program under the U.S.
Department of Transportation Federal Highway Administration (FHWA) Special
Project 3807. These federal funds are allocated as to the AQMD through FHWA and
the California Department of Transportation (Caltrans). FHWA will pass through
funds over the next five years in the amount of $400,000 per year. Staff is
proposing to apply for a total of $800,000 for Calendar Years 2005 and 2006.

10. Adopt Resolution Accepting Terms and Conditions for FY 2005-06 Carl
Moyer Program Award and Issue RFP

This action is to adopt a resolution recognizing up to $34,101,315 in Carl
Moyer grant award under SB1107 with its terms and conditions for FY 2005-06 to
approve the release of an RFP to provide incentives for low emission on- and
off-road vehicles and equipment for the FY 2005-06 Carl Moyer Program. Total
amount of available funding for projects will be approximately $37.7 million
comprised of approximately $8.3 million from AB923 and approximately $29.4
million from SB1107. Staff is proposing that the Board set aside $4 million for
fleet modernization projects and two percent of the total amount of $34,101,315
for administrative cost. If additional funds become available by the time of
awards approval, additional eligible projects under the solicitation will be

11. Execute Contract for Independent Audit Services for FYs Ending June
30, 2006, 2007, and 2008

On October 7, 2005, the Board approved the release of an RFP for independent
financial audit services. An evaluation panel composed of outside and AQMD Legal
and Finance staff evaluated the proposals. Three proposals were submitted to the
Administrative Committee for consideration at its January 13, 2006 meeting.
After the Committee interviewed representatives of each of the firms, Thompson,
Cobb, Bazilio & Associates, P.C. was selected to be recommended to the full

12. Execute New Contracts for Short- and Long-Term Systems Development and
Support Services

On November 4, 2005, the Board approved the release of an RFP to obtain
short- and long-term systems development services. This action is to execute new
contracts to obtain these services on a task order basis. Executing contracts
with multiple bidders provides a pool of well-qualified professionals who have
demonstrated their understanding of and expertise in meeting agency needs and
enables AQMD to obtain cost-effective and technically responsive support. Funds
for these services ($565,000) are included in the FY 2005-06 Budget. Also, the
AQMD currently has existing contracts with three companies set to expire this
fiscal year. This action is to amend those Board-approved contracts for an
additional six months to allow completion of previously awarded task orders.
This contract amendment is a time extension only and will have no fiscal impact.

13. Establish List of Pre-qualified Vendors to Provide Computer, Network,
and Printer Hardware and Software, and Purchase Desktop Computer Hardware

On October 7, 2005, the Board approved release of a Request for
Qualifications and Quotations (RFQQ) to prequalify vendors for computer,
network, and printer hardware and software; and to purchase desktop computer
hardware upgrades. As a result of successful responses to this RFQQ, twelve
vendors were identified as capable of providing these products. This action is
to approve these twelve vendors to provide these products for a two-year period,
and to authorize purchase of desktop computer hardware upgrades. Funds
($300,000) for these purchases are included in the FY 2005-06 and will be
included in the following FY 2006-07 Proposed Budget. (Review: Administrative

14. Amend Contract with Ecotek, MST Solutions, Inc. for Privatization of
Portions of Annual Emissions Reporting Program

In January 2005, the Board approved a contract with Ecotek, MST Solutions,
Inc. for continuation of privatization of portions of the Annual Emissions
Reporting (AER) Program. Ecotek has developed, maintained, and updated the
emissions reporting software; produced and distributed reporting materials
(forms and instructions); provided public outreach and assistance; collected and
compiled reported data; and conducted data quality control. Based on Ecotek's
responsiveness and satisfactory performance, this action is to exercise the
first of three one-year renewal options in Ecotek's contract for an amount not

15. Amend Contract to Conduct Additional Research Project under Asthma and
Outdoor Air Quality Consortium

Outdoor Air Quality Consortium, and approved the execution of six research
projects under the Consortium. This action is to request that the agreement with
UCLA be amended to approve the execution of an additional research project for a

16. Execute Purchase Order for Continuous Ozone Analyzers for Ambient Air
Monitoring Network

On March 4, 2005, the Board approved the release of a RFQ to purchase new
continuous ozone analyzers to replace older existing units in the ambient
monitoring network, as part of a two-year replacement program to replace all
ozone analyzers. This item was originally under the FY 2004-05 Budget, but was
not purchased pending the receipt of funds from U.S. EPA. On September 9, 2005,
the Board authorized reallocating $45,000 of the U.S. EPA PAMS funds to the FY
2005-06 Budget Capital Outlay Major Object to purchase the ozone analyzers.
Staff is recommending purchasing the analyzers from the lowest qualified bidder.
Because the quoted unit cost is below the fixed asset limit, staff requests
Board approval to transfer the available funds from the Capital Outlay Major
Object to the Service and Supplies Major Object. This action is to execute a
purchase order with Thermo Electron Corporation for an amount not to exceed
$44,415 to purchase ten continuous ozone analyzers. (Review: Administrative

17. Appropriate Funds for Special Particulate Air Monitoring Program

The AQMD has been assisting in a special national particulate monitoring
program over the last three years collecting samples at various locations in the
South Coast Air Basin. This special particulate monitoring program has been
fully funded through the U.S. EPA. The federal government is planning to expand
the current program and anticipates fully funding the expanded program in the
near future. At this time, the federal government indicated that funding for the
current program will continue for a period of time during the first half of
Calendar Year 2006. It is unclear at this time when the expanded program will
begin and would only begin when full funding is provided by the federal
government. The specific funding level for the expanded program will be based on
the start date. This action is to appropriate $158,338 which is to be reimbursed
by the U.S. EPA for the current program. (Review: Administrative Committee,

18. Execute Lease Contracts for Printing Equipment and Copiers

On September 9, 2005, the Board approved release of an RFP to solicit lease
proposals to replace both print shop equipment and walk-up copiers. This action
is to execute five-year lease agreements with Canon Business Solutions for both
a high-production black and white printer/copier system for the print shop and
walk-up copiers throughout the facility, and with Heidelberg USA, Inc., for
high-production color equipment for the print shop. The FY 2005-06 cost of these
leases, based on past usage and including maintenance service, is estimated to
be approximately $63,400, which can be covered within the approved budget.
Funding for subsequent years will be requested in future fiscal year budgets.

19. Adopt Resolution Amending Hearing Board Compensation

On August 6, 2004, the Board approved a cost-of-living pay adjustment, within
existing budgetary constraints, for Hearing Board members, who had not had an
increase since 1992. In continuing recognition of the 12 years Hearing Board
members went without a cost-of-living increase, and to continue to retain and
attract qualified members, the Personnel Committee recommends that, effective
January 2, 2006, Hearing Board members and their alternates receive a
nine-percent pay adjustment. The annual cost of this adjustment is approximately
$25,520, and the cost for the remainder of the fiscal year is approximately

20. Approve Multiple Contract Awards as Part of MSRC's FY 2005-06 AB 2766
Discretionary Fund Work Program; Grant MSRC Authority to Adjust Project Costs Up
to Five Percent; and Authorize Board Chairman to Execute Agreements

The MSRC developed a two-phase Conceptual FY 2005-06 Work Program, the first
phase of which was approved by the AQMD Board on September 9, 2005. The first
phase includes $12.875 million in solicitations and projects, including $1.25
million allocated for diesel exhaust aftertreatment retrofits and $2.5 million
for alternative fuel infrastructure. On January 26, 2006, the MSRC met to
consider several applications received to date under these elements. At this
time, the MSRC requests approval of multiple contract awards under this Program
as part of the FY 2005-06 Work Program. Additional awards are anticipated in the
future. The MSRC also requests authority to adjust contracts up to five percent

presented to the Board in June 2005 and presents results of additional
laboratory testing, field surveys and site visits. Conclusions are drawn
relative to the achievability of the 2006 limits contained in Rule 1113. The
report also discusses compliance actions and additional meetings held with the
Technical Advisory Committee, Rule 1113 Ad Hoc Subcommittee and various coating
manufacturers. Several changes have been made to this report to correct minor
errors and to update information relative to the Board's decision to continue

38. Adopt Proposed Rules 3501 – Recordkeeping for Locomotive Idling; and

Proposed Rules 3501 and 3502 establish recordkeeping and idling requirements
for diesel freight locomotives. The purpose of Proposed Rule 3501 is to record
idling events to assist the AQMD in quantifying idling emissions. The purpose of
Proposed Rule 3502 is to minimize emissions from continued idling of freight
locomotives operating in the District. These rules will apply to Class I freight
railroads and switching and terminal freight railroads that operate locomotives

The San Bernardino County Employees’ Retirement Association (SBCERA) Board
met on February 2, 2006, to consider cost-reduction measures for AQMD’s
retirement plan that were incorporated into labor contracts and into salary and
benefits changes for non-represented employees, both of which were approved by
the Board, contingent on the retirement board’s action, at the January Board
meeting. Counsel for SBCERA has indicated that the cost-reduction measures must
be adopted by Resolution of the AQMD Board.

the agenda any motion, including action, can be taken (consideration is
not limited to listed recommended actions). Additional matters can be
added and action taken by two-thirds vote, or in the case of an emergency,
by a majority vote. Matters raised under Public Comments may not be acted
upon at that meeting other than as provided above.
Written comments will be accepted by the Board and made part of the
record, provided 25 copies are presented to the Clerk of the Board.
Electronic submittals to cob@aqmd.gov of
10 pages or less including attachment, in MS WORD, plain or HTML format
will also be accepted by the Board and made part of the record if received
no later than 5:00 p.m., on the Tuesday prior to the Board meeting.
