Emissions Inventory and Health Risk Assessment for Ports and
Port-Related Facilities |

As part of
Regulation XXXX, proposed Rule 4010 is being moved from to-be-determined
to September. Proposed Rule 4010 will require ports and port related
facilities to develop an emissions inventory and to develop a health
risk assessment to quantify the cancer and non-cancer health risk from
their facility. Proposed Rule 4010 is a backstop rule that will be
implemented if ports in the district do not provide adequate information
on emissions inventory and health risk assessment in a timely manner. |
Below is a list of all rulemaking activity scheduled for the year 2006.
The last three columns refer to the type of rule adoption or amendment: AQMP
refers to the adoption and implementation of AQMP control measures
(Attachment A); Toxics refers to the adoption and implementation of
programmatic as well as source-specific toxic-related rules (Attachment B);
and Other refers to administrative rules or changes to an existing rule to
clarify or improve rule enforceability, SIP corrections, or implementing
state or federal regulations (Attachment C). A more detailed description of
the proposed rule adoption or amendment is located after this calendar under
the type of rule adoption or amendment (i.e. AQMP, Toxics, and Other).
