SYNPOSIS:
Below is a summary of key issues addressed at the MSRC’s
February 23, 2006 meeting. The MSRC’s next meeting is Thursday, March 23,
2006, at 1:30 p.m. in Room CC8.

were unanimously approved. They are attached for your information
(Attachment 1).
FY 2005-06 Work Program Awards
The
MSRC developed a two-phase Conceptual FY 2005-06 Work Program, the first
phase of which was approved by the AQMD Board on September 9, 2005. The
first phase included $12.875 million in solicitations and projects,
including $1.25 million allocated for the Diesel Exhaust Aftertreatment
Retrofit Program and $3 million for the Local Government Match Program. At
its February 23, 2006, the MSRC unanimously approved two more contract
awards under the Diesel Exhaust Aftertreatment Retrofit Program in the
amount of $266,000 for 61 retrofit devices; $584,000 was previously approved
for 158 retrofit devices. In addition, the MSRC unanimously approved
$5,491,298 for 24 contract awards under the Local Government Match Program.
These funds consist of $3 million initially set aside for this category in
the FY 2005-06 Work Program and $2,491,298 from turn-back funds coupled with
a portion of the funding previously set aside for Phase II of this Work
Program. The AQMD Board is scheduled to consider these awards at its March
3, 2006, meeting.
Received and Approved Final Reports
The MSRC unanimously received and approved three final
reports, as follows:

Orange County Transportation Authority Contract #AB02003, which provided
$10,000 for maintenance facility modifications;

City of Riverside Contract #MS03027, which provided $52,402 towards the
purchase of one CNG street sweeper and three CNG refuse trucks; and
-
Clean Energy Contract #MS03062, which provided $250,000 to construct a CNG
refueling station in Canoga Park.
All final reports are filed in the AQMD's library and
a two-page summary of each closed project can be viewed in the electronic
library on the MSRC's website. It is anticipated that in the future the
MSRC’s website,
http://www.cleantransportationfunding.org, will include complete final
reports in its electronic library.
Contract Modification Requests
The MSRC considered three contract modification
requests and took action, as follows:
1. For HiP Design
Contract #MS05070, which provides $61,885 for website development and
hosting, approval of a modification to add $500 to research the
potential for an organic search engine placement and development of “home
run” phrases;
2. For Athens Services
Contract #MS04004, which provides $311,421 towards the purchase of 14 LNG
refuse trucks, construction of a new LNG refueling station, and maintenance
facility modifications and mechanic training, approval of a six-month
contractual term extension to allow additional time to identify a site for
their refueling station; and
3. For City of Desert
Hot Springs Contract #MS03024, which provides $43,455 for the purchase of
one street sweeper, one skip loader and performance of post wind-event
cleanup, approval to substitute one natural gas pickup truck in lieu
of the natural gas skip loader. This modification is subject to approval by
the AQMD Board; it will be considered at their March 3, 2006 meeting.
Approval of Miscellaneous Expenditures for FY 2005-06 Second Quarter
The
MSRC approved the reimbursement of miscellaneous administrative and mailing
costs for FY 2005-06 in the amount of $41,440, in addition to $2,500 for
travel. These expenses are included within the 5% administrative cap
mandated by the AB 2766 legislation and are adopted by the MSRC as part of
an annual Administrative Budget. AQMD staff reported that actual FY 2005-06
second quarter expenses totaled $6,559.83; actual costs to date for the FY
are $12,305.66. The MSRC unanimously received and filed this quarterly
expense report. The AQMD will be reimbursed accordingly.
Contract Administrator
Report
The MSRC's AB 2766 Contract Administrator provides a
written status report on all open contracts from FY 1999-00 through the
present. This Contract Administrator Report is attached for your information
(Attachment 2).
