The current contract for Diamond Bar headquarters landscape
maintenance expires December 31, 2006. On July 14, 2006, the Board approved
release of an RFP to solicit proposals from firms interested in providing this
service for the next three-year period. This action is to execute a contract
with Tropical Plaza Nursery, Inc., through December 31, 2009, for a three-year
amount not to exceed $114,800. The cost for this fiscal year is $19,918, which
is available in the FY 2006-07 Budget. (Review: Administrative Committee,

3. Add Positions in FY 2006-07 Budget

This action is to add five positions to meet critical Carl Moyer Program
needs and to enhance chrome plating enforcement. When offset by reimbursement
from Moyer Program funding, the FY 2006-07 budgetary impact of these changes is

4. Execute Contract for Biennial Audit of Motor Vehicle Registration

Health and Safety Code Section 44244.1 requires any agency receiving fee
revenues to be subject to an audit of each program or project funded at least
once every two years. On July 7, 2006, the Board approved release of an RFP to
select an auditor to perform the biennial audit for FYs 2003-04 and 2004-05. An
evaluation panel of representatives from local governments, MSRC and AQMD staff
evaluated the proposals. This action is to award a contract to the firm of
Simpson & Simpson, Certified Public Accountants. Local governments, the MSRC and
AQMD will pay the cost of their own audits in the amounts of $87,540, $7,200,

5. Execute Contracts and Purchase Equipment for Installation of Three
60-Kilowatt Microturbines with Heat Exchanger at AQMD Headquarters

AQMD headquarters currently has four 60-kW microturbine generators with heat
exchanger. This action will allow the installation of an additional three 60-kW
microturbine generators with heat exchanger at AQMD headquarters using
previously authorized AES Settlement funds. The estimated total project cost of
$259,750 will be offset by $144,000 of incentive money. The additional
microturbines should save $18,750 per year in energy costs. (Review: Technology

6. Execute Contract to Develop Hydrogen Storage Capability for Gas
Blending Facility

Hydrogen has garnered much attention as a mobile fuel due to its potential to
deliver near-zero emissions in fuel cell vehicles. Hydrogen blended with other
fuels, such as natural gas, however, has shown potential promise in mobile and
stationary combustion systems. Utilizing hydrogen blends may provide a near-term
opportunity to displace fossil fuels while reducing emissions. Testing of
distributed generation devices, including microturbines and fuel cells, on
different blends of hydrogen is therefore a focus of the U.S. Department of
Energy and California Energy Commission. This action is to fund the Advanced
Power and Energy Program at UC Irvine to develop the hydrogen storage capability
for their gas blending facility at a cost not to exceed $200,000 from the Clean

7. Issue RFP to Develop and Demonstrate Plug-In Hybrid Electric Vehicles

The limited availability of real-world data for Plug-In Hybrid Electric
Vehicles (PHEVs) is one of the primary obstacles to reducing costs and
accelerating widespread deployment of these vehicles. A fleet of PHEVs in
different locations, with different duty cycles, would provide valuable
information to key stakeholders in the manufacture and integration of the
battery and energy management systems. Further, a sustained demonstration
program could accurately identify the emissions benefits, fuel savings, and
battery capabilities. This action is to issue an RFP to design, engineer,
convert, test, certify, demonstrate, and maintain up to 30 PHEVs for 60 months
at different locations throughout the South Coast Air Basin. In support of these
PHEVs, this RFP will also investigate adding charging infrastructure sites
throughout the South Coast Basin. Staff estimates the total AQMD cost will not
exceed $2.84 million from the Clean Fuels Fund. (Review: Technology Committee,

8. Issue Program Announcement to Solicit Projects for Cleaner Construction
Equipment Under Carl Moyer Program, Correct Name of Existing Contract, and Allow
Acceptance of 2006 and Newer Model Year Vehicle Applications Under Fleet
Modernization Program

CARB’s Carl Moyer Program guidelines have strict requirements for expenditure
of funds for each year before allocation of new funds for each subsequent year.
This action is to issue a Program Announcement in an amount not to exceed $12
million from the Clean Fuels Fund and the Carl Moyer Program returned funds to
fund cleaner construction equipment on a first-come, first-served basis with the
requirement that all equipment be installed by May 31, 2007, and be invoiced no
later than June 30, 2007. This action is also to correct the name of an awarded
contract, and also to allow the purchase of 2006 and newer model year diesel
vehicles rather than 2006 model years only under the Fleet Modernization

9. Approve Expenditure and Appropriate Funds Designated for Permit
Streamlining to AQMD’s FY 2006-07 Budget

On June 9, 2006 the Board approved and adopted, as part of the AQMD's FY
2006-07 Budget, a $2,000,000 fund specifically designated for Permit
Streamlining. AQMD staff has consulted with and solicited input and
recommendations from members of the Permit Streamlining Task Force Subcommittee
and other industry representatives for the expenditure of this designated fund.
Based on the input received, AQMD staff has prepared a proposal for Board
consideration and approval. This action is to request Board approval to
authorize expenditure of $1,645,000 from this fund to cover the five-year cost
to create and fill two additional Air Quality Engineer positions and the cost
for one Systems Analyst position and to hire up to four temporary Engineers and
two Clerical staff to assist in processing permits and improving permitting
efficiency for a multi-year period. Additionally, $355,000 will be used to hire
outside contractors to improve the efficiency of the permit processing system
and to provide additional training for engineers. (Review: Administrative

10. Authorize Purchase of Ingres Relational Database Management System

The Ingres Relational Database Management System is used for the
implementation of the Central Information Repository database. This database is
used by most enterprise-level software applications at the AQMD and currently
supports a suite of client/server and web-based applications known collectively
as the Clean Air Support System (CLASS). The CLASS applications are used to
support all of the AQMD core activities. Maintenance support for this software
expires November 29, 2006. This action is to obtain approval for the purchase of
Ingres Database software maintenance support for another year. Funds ($120,000)
for this expense are included in the FY 2006-07 Budget. (Review: Administrative

11. Appropriate Funds for PAMS Program, Appropriate and Reallocate Funds
for PM2.5 Program, Recognize and Appropriate Funds for Enhanced Particulate
Monitoring Program, and Issue Purchase Order, RFQs and RFP

U.S. EPA has allocated Section 105 Grant funds of $1,282,303 for the 15th
Year of the PAMS program. As such, this action is to: (a) upon receipt of the
award, appropriate funds to the FY 2006-07 Budget for the 15th year PAMS
program, (b) reduce the previously approved carryover budget, and (c) issue RFQs
and an RFP. In addition, this action is to appropriate and reallocate unspent
U.S. EPA funds from the last year’s PM2.5 monitoring program to the FY 2006-07
Budget and to reduce the previously approved budget to reflect a $6,527 grant
reduction. Lastly, the AQMD has been assisting U.S. EPA on a national enhanced
particulate monitoring program. The U.S. Department of Homeland Security has
taken over this program and has allocated $3,129,017 for the ongoing and
expansion of the Enhanced Particulate Monitoring Program in FY 2006-07. As such,
this action is to: (a) recognize revenue and appropriate funds to the FY 2006-07
Budget for this program, and (b) issue a purchase order and an RFQ for fixed

26. Draft 2007 Air Quality Management Plan Overview

In order to begin framing the policy debate discussion on
clean air strategies, the AQMD is releasing the Draft 2007 AQMP. The Draft 2007
AQMP proposes the potential attainment demonstration with the federal PM2.5 and
8-hour ozone standards by specifying policies and measures currently
contemplated by responsible agencies to achieve healthful air quality in the
Basin. This Draft Plan builds upon the approaches taken in the 2003 AQMP for the
Basin. However, this Draft Plan highlights the significant amount of reductions
needed and urgent need to identify additional strategies, especially in the area
of mobile sources, to meet all federal criteria pollutant standards within the
timeframes allowed under the federal Clean Air Act. Following release of the
Draft Plan, the AQMD will schedule workshops to provide an overview of the Draft
Plan and take comments from interested parties. Further enhancements are
expected, and will be incorporated into the Draft Final 2007 AQMP released in
the next few months.
27. Status Report on Port of Los Angeles and Port of
Long Beach Clean Air Action Plan, and AQMD Staff Comments; and Adopt Resolution
to Set Aside Heavy-Duty Vehicle Clean-up Assistance Funding

On August 4, 2006, the Ports of Los Angeles and Long Beach
presented the draft San Pedro Bay Ports Clean Air Action Plan (CAAP) to the
Board. This report provides update on status of the Plan and the next steps. One
action CAAP calls for is aggressive turnover and retrofitting of heavy-duty
trucks that provide drayage service at the ports with anticipated cost of more
than a billion dollars over the next five years (projected committed funding
level of $166 million from both Ports). In July 2005, the Board adopted a policy
that 40 percent of funding under SB 1107 and AB 923 go towards goods movement
related mobile source projects. In addition, the Board set aside $12 million for
FY 2006-07 towards truck fleet modernization program and alternative-fueled port
truck program. This action is to adopt a resolution to set-aside another $36
million over the next five years ($7.2 million/year) to assist the Ports in
expediting clean-up of heavy-duty trucks operating at the ports and affirming
the need to expeditiously reduce port-related emissions. (Review: Mobile Source

28. Amend Rule 1403 - Asbestos Emissions from Demolition/Renovation

Rule 1403 limits asbestos emissions from building demolition and renovation
activities, including the removal and associated disturbance of
asbestos-containing materials, as well as the storage and disposal of
asbestos-containing waste material (ACWM) generated or handled by these
activities. The proposed amendments are designed to clarify rule intent, improve
both enforcement of the rule's requirements and its overall rule effectiveness.

29. Amend Rule 1470 - Requirements for Stationary Diesel-Fueled Internal
Combustion and Other Compression Ignition Engines

Rule 1470 was adopted by the Board on April 2, 2004 to implement the Airborne
Toxic Control Measure (ATCM) for Stationary Compression Ignition Engines adopted
by the California Air Resources Board. Amendments to Rule 1470 are proposed to
reflect recent amendments to the state ATCM that became effective in September
2005. Proposed changes resulting from the amended ATCM include allowing up to 30
hours of operation of diesel emergency standby engines at health facilities for
maintenance and testing. New and modified definitions, date clarifications,
grammatical corrections, and other corrections (e.g., numbering) are also
