PROPOSAL:
Authorize the Executive Officer to Waive Late Fees Incurred by
State Agencies Due to the Delay in Adoption of the State Budget
SYNOPSIS:
As the result of the late approval of the State budget,
approximately 38 State agencies are subject to late fees related to permit
renewal and emissions fees. As the result of operation of the District’s fee
rules, the State agencies now owe a total of approximately $7,000 in late fees.
This action is to authorize the Executive Officer to waive those fees.

Background
As the result of the late approval of the State budget, approximately 38 State agencies are subject to late fees related to permit renewal and emissions fees because these agencies had no authority to expend funds until the budget was approved on September 23, 2008. As the result of operation of the District’s fee rules, the State agencies now owe collectively a total of approximately $7,000 in additional fees. This action is to authorize the Executive Officer to waive those additional fees.
The only State agencies affected are those with fees due between July 1 and November 1, 2008.
Resource Impact
Finance has analyzed the data regarding outstanding fees owed by State agencies and determined the amount of late fees assessed or soon to be assessed for failure to pay on time is approximately $7,000.
