PROPOSAL:
Provide Direction on State Assembly Bill AB 397 (Jeffries)
SYNOPSIS:
This proposed bill makes the AQMD’s Board an elected board. This
proposed bill would require that all the members of the AQMD’s Board be elected
by 13 individual divisions, commencing with the 2012 general election.

Background
This item was included in the agenda package for the March 13, 2009 Legislative Committee. However, staff recommended the item be forwarded to the full Board without Committee discussion due to the nature of the bill. At that meeting, Committee Chair Jane Carney stated that the Legislative Committtee would not be taking a position on AB 397 (Jeffries) South Coast AQMD: Election of Board Members, but that it would go directly to the Governing Board for its consideration. A summary of the Bill is contained in Attachment 1 and Attachment 2 provides the actual Bill language.
AB 397 is scheduled to be heard in the Assembly Local Government Committee on April 15, 2009.
