AQMD has two Gaylord Air Scrubbers used to capture the particulate matter from the cooking surfaces in the cafeteria. On the roof under each air scrubber is a raised platform with a galvanized cover to prevent water intrusion into the building. Installed when AQMD moved into the Diamond Bar facility in 1991, these platform covers are showing signs of rust and deterioration. This action is to issue an RFP to solicit proposals from qualified contractors to replace two galvanized platform covers with new covers made of stainless steel or similar material, in an amount not to exceed $60,000. Diesel- and gasoline-powered parking lot sweepers are widely used to clean parking lots in retail shopping centers, office parks, and similar locations. This action is to execute a contract with Nite-Hawk Sweeper Company to develop a CNG parking lot sweeper and implement a demonstration program for both public and private entities that provide parking lot sweeping services at a cost not to exceed $90,000 from the Clean Fuels Fund (31). U.S. EPA has allocated Section 105 funding for the 21st year PAMS Program. Section 105 revenue for this program has been included in the FY 2012-13 Budget. A November 2012 Board action appropriated funds for Services and Supplies. The AQMD received a $100,000 grant under the CARB's AB 118 Air
Quality Improvement Program to demonstrate the commercial use of
cordless zero-emission lawn and garden equipment. This action is
to execute a contract with Mean Green Products to purchase
advanced cordless zero-emission commercial lawn mowers as part
of this program in an amount not to exceed $51,667 from the Air

The AQMD has been a member of the California Fuel Cell Partnership (CaFCP) since March 17, 2000. This action is to renew AQMD’s membership in the CaFCP in an amount not to exceed $87,800 for calendar year 2013 and cofund 50 percent of the CaFCP Regional Coordinator position located at the AQMD, in addition to office space and utilities, in an amount not to exceed $50,000 from the Clean Fuels Fund (31). Further actions are to continue providing in-kind office space and utilities for CaFCP employees in 2013 in an effort to educate the public and increase CaFCP’s presence in Southern California. Execute Contract to Develop Hydrogen Station Investment Plan

The California Fuel Cell Partnership Roadmap, released May 2012 establishes the need for 68 hydrogen stations to be operating by the beginning of 2016 to reach California’s early market potential for fuel cell vehicles. The Roadmap, however, does not define how to achieve this target. A consensus-based Hydrogen Station Investment Plan that delineates key actions needed to take place to facilitate a successful market launch will allow stakeholders to identify, demonstrate and justify options to optimize incentives for hydrogen fueling stations and establish network level policies to ensure early stations remain open and growth can be sustained. This action is to execute a contract with Energy Independence Now to develop with stakeholder input a Hydrogen Station Investment Plan in an amount not to exceed $50,000 from the Clean Fuels Fund (31). AQMD’s Diamond Bar headquarters audio-visual system, which was installed in 1991, requires an upgrade. An audio visual system design and specification for a new state-of-the-art system which meets the functional requirements of AQMD has been developed. This action is to issue an RFP to solicit proposals from qualified firms to develop a detailed design, implement the design, and install a new fully functional cost-effective state-of-the-art audio-visual system. At the September 7, 2012 meeting, the Board approved release of an RFP to solicit proposals for legislative representation in Washington, D.C. This action is to execute contracts with Kadesh & Associates, LLC and Carmen Group Incorporated for legislative representation in Washington, D.C., in an amount not to exceed $440,612.00. Contracts will be for one year, commencing in January 2013, and may be extended for up to two additional one-year terms, upon satisfactory performance and at the Board’s discretion. Approve Contract Awards Approved by MSRC

The MSRC approved multiple new contracts under the FY 2011-12 Work Program. These include awarding new contracts under the “Showcase III” Off-Road Emission Reduction Technology, Event Center Transportation, Alternative Fuel Infrastructure, and Near-Zero Emission Medium-Duty and Medium-Heavy-Duty Programs. Update AB 2766 Subvention Fund Program Resource Guide

In response to a Board inquiry regarding the appropriate use of AB 2766 subvention funds toward the cost of environmental impact documents, staff have proposed modifications for inclusion in the AB 2766 Resource Guide to provide limits when funds are used for CEQA environmental documents. Rules 1401 - New Source Review to Toxic Air Contaminants and 1402 - Control of Toxic Air Contaminants from Existing Sources, require staff to notify the Board and affected parties when health risk values for toxic air contaminants are added to or changed in Rule 1401 as well as analyze the potential impacts of new, modified, and existing sources subject to Rules 1401 and 1402. The Office of Environmental Health Hazard Assessment has approved amended risk values for nickel and nickel compounds; polychlorinated biphenyls; polychlorinated dibenzo-p-dioxins; and polychlorinated dibenzofurans. Since these are all amended values rather than new values, no amendment to Rule 1401 is required. In addition, Rule 1402 is not required to be amended. The Draft Final 2012 Air Quality Management Plan (AQMP) has been developed in partnership with CARB, U.S. EPA, SCAG and stakeholders throughout the region, including input from local government, health and environmental organizations, and the business community. The AQMP is the legally enforceable blueprint for how to meet and maintain state and federal air quality standards. The 2012 AQMP identifies control measures needed to demonstrate attainment with the federal 24-hour standard for PM2.5 by 2014 in the South Coast Air Basin. In addition, the 2012 AQMP provides updates on progress towards meeting the 8-hour ozone standard for 2023, an attainment demonstration for the revoked 1-hour ozone standard, a VMT offset demonstration for ozone standards, and a report on the health effects of PM2.5.
