Climate Change Supcommittee

The Home Rule Advisory Group will monitor selected local, state, regional and federal climate change regulatory, legislative and non-governmental organizations' developments.  The Climate Change Subcommittee will review selected rulemaking and legislation from the AB 32 Scoping Plan, USEPA proposals, Congressional proposals, and federal and state legislation.  This will include, but not be limited to, cap and trade programs, CARB's adaptive management plan for implementing California's cap and trade program, energy efficiency, low carbon fuel standards, CEQA GHG issues, mandatory reporting, CHP provisions and regulations, renewable electricity standards, etc., with an eye toward harmonization of regulatory process and ensure that duplicative, overlapping and burdensome requirements are not imposed on stationary sources in the South Coast.  The subcommittee will also continue its self-education efforts and seek to assure that the diverse interests of the South Coast air basin are taken into account.  This subcommittee meets on an as-needed basis.
