Bay Gilchrist currently serves as the Deputy Executive Officer for Compliance and Enforcement. Prior to his current position, Bay served as Chief Deputy Counsel at the SCAQMD where he handled a variety of complex legal matters and worked closely with the General Counsel on enforcement matters. Prior to joining the SCAQMD in October 2013, Bay worked as an Assistant United States Attorney in the United States Attorney’s Office for the Central District of California for nearly eight years. While there he gained extensive experience in briefing and arguing complex motions in court, presenting cases at trial, and protecting cases on appeal. He spent several years prosecuting a variety of public corruption matters, and over five years prosecuting a variety of environmental crimes, including a Clean Air Act case in which the SCAQMD was the initial investigating agency. For his work on that case, the United States Attorney’s Office nominated him for the Attorney General’s Award for Distinguished Service, the second-highest award for federal prosecutors in the country. Bay has also received commendations from numerous federal law enforcement agencies, including the FBI and U.S. EPA.
Before joining the United States Attorney’s Office, Bay worked in the Los Angeles office of the law firm Munger, Tolles & Olson LLP, where he worked on a variety of complex civil matters. He also clerked for the Honorable Harry Pregerson, a Judge on the United States Court of Appeals for the Ninth Circuit. Bay has a bachelor’s degree in political science from Williams College. He received his law degree from Columbia University’s School of Law, where he served as a Notes Editor on Columbia’s Law Review. He previously taught Legal Writing and Advocacy as an adjunct professor at the University of Southern California’s Gould School of Law.
