Assistant Deputy Executive Officer Administrative/Human Resources

John Olvera is the Assistant Deputy Executive Officer (ADEO) for Administrative and Human Resources. In this role, John is responsible for overseeing a wide range of functions: employee and labor relations, recruitment and selection, classification and compensation, benefits administration, risk management, building maintenance, and facility and business services, including fleet maintenance, and mail and print shop services.

John began his career with SCAQMD as a Senior Deputy attorney in the General Counsel’s Office in 2002. Prior to being promoted to ADEO, he held the position of Principal Deputy District Counsel, providing advice and representation to the Governing Board and staff in matters relating to Labor and Employment matters, the Brown Act, the California Public Records Act, conflicts of interest, and contracts. Before joining SCAQMD,  John worked in private law firms, representing municipalities and school districts.

John has a Bachelor of Art’s degree, cum laude, in Political Science, a Master’s degree in Public Administration, and a Law degree from the University of Southern California.
