Michael O’Kelly is the Chief Administrative Officer with responsibility for Finance, Administrative/Human Resources and Information Management. He was the Chief Financial Officer for the SCAQMD from 2010 until his promotion to the newly-created Chief Administrative Officer position in 2016.
Previously, Michael served the San Bernardino County Employees’ Retirement Association as the Chief of Fiscal Services. Prior to that, he served in various progressively responsible accounting positions for the Counties of San Bernardino and Orange. He is a veteran of the United States Army, serving four years as a surveyor and exiting with the rank of Sergeant.
Michael earned both a BS in Accounting and a Master’s of Public Administration from California State University, San Bernardino. He is licensed by the State of California as a Certified Public Accountant (CPA), certified by the Institute of Internal Auditors as a non-practicing Certified Government Auditing Professional (CGAP), and holds a certificate in Grants Management. Michael holds memberships in the Government Finance Officers Association, as well as the Inland Empire Chapter of the Association of Government Accountants.
