Susan Nakamura is Assistant Deputy Executive Officer in Planning, Rule Development, and Area Sources. In this role she oversees rule development for toxics and NOx rules, CEQA, AB 2588, and other planning functions. Susan started her career at the SCAQMD in 1990 as an Air Quality Specialist. Over the years she was promoted within Planning working in CEQA, emissions inventory, and multiple Air Quality Management Plans. Over her career, she has overseen over 25 rule development projects ranging from combustion sources, market incentives, and a wide range of toxic sources. Susan became involved with environmental justice issues more than a decade ago attending some of the first environmental justice tours in Riverside and Commerce. She also worked with community members in the Mira Loma area to develop the Good Neighbor Guidelines for Siting New and/or Modified Warehouse/Distribution Facilities, and became heavily involved with railyard and goods movement issues and their impacts to communities throughout the Basin. Susan was the key author of the Clean Communities Plan, which looked at air toxics issues at the community level.
Susan has a Bachelor of Science in Electrical Engineering from the University of California at Santa Barbara. She enjoys spending time with her husband, two sons, daughter, and sheepdog.
