AB2588 Public Notification

Under the Air Toxics “Hot Spots” Information and Assessment Act, the operator of a facility must provide notice to all exposed persons if, in the judgment of the SCAQMD, the facility’s health risks assessment indicates there is a significant health risk associated with air toxic emissions from the facility.  The SCAQMD public notification thresholds are as follows:

  • Cancer risk > 10 in one million, or
  • Acute hazard index (HI) > 1.0, or
  • Chronic HI > 1. 0

The notice is made in accordance with procedures specified by the SCAQMD, which are as follows:

  • Identify the impact area, that is, the area above the notification thresholds;
  • Distribute public notice materials to all addresses and to parents of children attending school in the area of impact;
  • Conduct a public meeting; and
  • Distribute copies of the facility’s approved HRA to the public library closest to the facility and all school libraries in the area of impact.
