Pursuant to the South Coast Air Quality Management District’s (District) Best Available Control Technology (BACT) Guidelines, the following public notice establishing a new, more stringent BACT is being distributed for 30-day public comment period.
This document serves as a notice of the District’s intent to require more stringent BACT for two new boilers that will be located at Coca-Cola’s facility in Downey, CA. The proposed BACT requirements for each of the 31.5 million Btu/hour boilers is 7 parts per million (ppm) nitrogen oxides (NOx) and 5 ppm ammonia.
The District is the air pollution control agency for Orange County, Riverside County (excluding the easternmost portion located in the Mojave Desert APCD) and the non-desert portions of Los Angeles and San Bernardino Counties. Anyone wishing to install or modify equipment that could control or be a source of air pollution within this region must first obtain a permit from the District.
The NOx emissions from the boiler will be controlled by a Peerless Manufacturing Selective Catalytic Reduction (SCR) system. SCR is an established technology for controlling the NOx emissions from boilers, and the equipment will be source tested (at three different firing rates) in order to verify compliance with the 7 ppm NOx limit and the 5 ppm ammonia limit.
The basis for the NOx BACT determination is a refinery heater at TOSCO Refining Company. The facility is operating a heater rated at 460 million Btu/hour, and the NOx limit is 7 ppm. The District issued the permit and the heater and SCR equipment have been operating since 1995. Compliance with the 7 ppm NOx limit has been verified by source tests. The 5 ppm ammonia limit is consistent with the limit applied to new gas turbine projects that use SCR to control the NOx emissions.
