Summary of Hearing Board Proceedings for Anaplex and Aerocraft
On June 27, 2017, the SCAQMD ordered Anaplex Corp. to temporarily shut down all equipment with the potential to emit hexavalent chromium. Air monitoring found levels of the compound above a trigger threshold of 1.0 ng/m³.
On November 29, 2016, SCAQMD filed a petition for an administrative order, known as an Order for Abatement, against Anaplex Corp. and Aerocraft Heat Treating Co., Inc. both located in Paramount. The petition was filed with the independent SCAQMD Hearing Board.
On December 14, 2016, the Hearing Board held proceedings related to an Order for Abatement petition filed by SCAQMD to require Anaplex Corp. and Aerocraft Heat Treating Co. Inc., to take actions to reduce their emissions of hexavalent chromium.
On December 16, a Stipulated Order for Abatement was agreed upon by the Hearing Board, SCAQMD and Aerocraft Heat Treating Co. Inc., and is provided below.
The Hearing Board convened on January 5, 10 and 11, 2017 for the case related to Anaplex Corporation. On January 11, 2017, the Hearing Board approved a Stipulated Order for Abatement for Anaplex Corp. to immediately control its emissions of hexavalent chromium.
On March 9, 2017 (webcast), the Hearing Board heard Respondent, Aerocraft Heat Treating Co., Inc.'s, appeal as to the District’s Implementation of the Stipulated Order for Abatement issued on December 16, 2016. Aerocraft Heat Treating Co., Inc. was seeking to invalidate certain monitoring data that caused it to be placed in curtailment. The Hearing Board dismissed Aerocraft's appeal.
The Hearing Board held public hearings to consider potential modifications to the Stipulated Orders for Abatement for Aerocraft Heat Treating Co. and Anaplex Corp. The hearing for Aerocraft was held on Thursday, March 16, 2017 (webcast), and the hearing for Anaplex was on Wednesday, March 22, 2017 (webcast).

Summary of Hearing Board Activity for Carlton Forge Works
On July 13th 2017, the SCAQMD Hearing Board met to hear a proposed Stipulated Order for Abatement between the District and Carlton Forge Works regarding their odor nuisance complaints. At the hearing, public testimony from representatives from the community was heard by the Hearing Board. This hearing was continued to July 25, 2017.
Summary of Hearing Board Activity for Lubeco, Inc.
On Weds., Aug. 23, 2017, the SCAQMD independent Hearing Board approved issuance of a stipulated Order for Abatement requiring Lubeco Inc., a metal-finishing facility in north Long Beach, to reduce its emissions of hexavalent chromium (hex chrome). The Hearing Board’s order includes short and long-term measures designed to reduce Lubeco’s emissions of hex chrome. In addition, Lubeco will be required to curtail its operation of uncontrolled equipment emitting hex chrome when concentrations of hex chrome exceed 1 nanogram per cubic meter (ng/m³), based on a three-sample average. In the long term, Lubeco will be submitting a plan that is expected to result in the addition of new air pollution control equipment at the facility.
