BOARD APPROVES RFP FOR DIESEL CLEANUP CASH  INCENTIVES

The Board today approved the request for proposals for the Carl Moyer Memorial Air Quality Standards Attainment Program, which will provide cash incentives to replace diesel engines with clean-fueled models. Trucks, buses, trains, marine vessels and offroad equipment used in construction and farming will be eligible for the cash incentives. HEARING ON REQUIRING PETROLEUM COKE PILE COVERS POSTPONED

The Board will wait two months to hold an adoption hearing on a proposed amended rule to require covers on all petroleum coke piles, as well as to establish dust controls on coal and sulfur piles at numerous storage and shipping facilities in the port area. AQMD’s Governing Board originally was slated to hold the adoption hearing April 12 on the amendments to Rule 1158 – Storage, Handling and Transport of Coke, Coal and Sulfur. The additional time is needed to recirculate the environmental analysis on the amendments for public review after two data tables were inadvertently omitted from the document. The Board is now expected to hear the amendments on June 11 at AQMD’s headquarters in Diamond Bar. For further information e-mail Carol Coy or call her at (909) 396-2434.

MAY HEARING SET ON 2% FEE INCREASE FOR FISCAL YEAR 99-00

At its May meeting, the Board will consider increasing most AQMD fees by 2% in fiscal year 1999-00, beginning July 1, to keep up with the rising cost of living. The adjustment is based on a 2% increase in the California Consumer Products Index for 1998. AQMD’s fee proposal for the coming fiscal year also includes numerous minor adjustments and a one-year deferral of a fee increase for gasoline stations approved last year.

AQMD charges fees for permits, annual renewal of permits and emissions from large sources of pollution. A variety of other minor fees are covered too, such as for laboratory analyses and Hearing Board variances.

In a separate action, the Board received and filed an audit of AQMD’s fee structure that made several recommendations. These will be considered as AQMD develops its budget for fiscal year 2000-01. For further information e-mail Rick Pearce or call him at (909) 396-2828.
