Based on a preliminary evaluation, AQMD has determined that a proposed power plant in Baldwin Hills may not receive an AQMD permit without air pollution control equipment. The plant does not plan to install controls until March 2002 but seeks permission to begin construction immediately. The California Energy Commission will consider whether to issue a permit for the project on Friday, June 22.
