Other AQMD Governing Board meeting actions

Norma Glover, Newport Beach councilmember and current AQMD board vice chair, was elected chairman of the board today. William A. Burke, Ed.D., AQMD's speaker of the California Assembly representative and current chair, was elected vice chairman. Both will serve two-year terms beginning Jan. 18, 2002 and ending in January 2004.

The board decided to maintain its current leadership given the great progress made in the past four years under Burke and Glover.

Glover, who represents the cities of Orange County on AQMD's Board, joined AQMD's board in January 1997 and has served as its vice chairman since August 1997. She currently chairs AQMD's Administrative and Finance committees and its Home Rule

Advisory Group, and is a member of the agency's Mobile Source, Stationary Source, Technology, Personnel and Investment Oversight committees.

Glover has been a member of the Newport Beach City Council since 1994. An experienced labor negotiator and former small business owner, Glover now serves on the City of Newport Beach's Finance Committee.

An Oklahoma native, Glover holds a master's in public administration from Northeastern University and a bachelor's degree in education from Southeastern University in Durant, Okla. She is married with three sons. During her free time she pursues her interests in art, architecture and economics.

Burke, founder and president of the City of Los Angeles Marathon, joined AQMD's board in September 1993 and served as its vice chairman from December 1994 to August 1997. He has been board chairman since August 1997. In April 2000, Gov. Gray Davis appointed Burke to serve as a board member for the California Air Resources Board.

In addition to his leadership of the marathon, Burke has a diverse blend of professional experience in several fields, including health care, gold mining and sports.

He is married to Los Angeles County Supervisor Yvonne Brathwaite Burke. They live in the Los Angeles area and have two daughters.

In other action, the Board:

• Approved the following appointments to AQMD's Ethnic Community Advisory Group:
  • Todd Short, a new member, to the African-American Caucus;
  • Satoshi Nitta, reappointed to the Asian Pacific Islander Caucus;
  • Rose Montoya-Lona, reappointed to the Hispanic Caucus; and
  • Anastacio G. Medina, a new member, to the Hispanic Caucus;
• Amended Rule 102 – Definition of Terms to reduce the maximum volatile organic content of Clean Air Solvents from 50 grams per liter to 25 grams per liter;
• Authorized the issuance of a request for proposals for development of a hydrogen fueling station template, and required that all future compressed natural gas sites be analyzed for hydrogen fueling compatibility;
• Executed a contract with ISE Research for $389,882 to install a wind-powered hydrogen generation station for fuel cell vehicles near the Sunline Transit facilities in the Coachella Valley;
• Authorized the expenditure of $604,335 from the State Emissions Mitigation Fund for local emission reduction projects to mitigate air pollution from peaker power generation units; and
• Set public hearings for Nov. 9, 2001 to:
  • Amend Rule 1162, Polyester Resin Operations;
  • Amend Rule 1107, Coating of Metal Parts and Products;
  • Amend Rule 401, Visible Emissions; and
  • Amend Rule 1309.1, Priority Reserve.

AQMD is the air pollution control agency for Orange County and major portions of Los Angeles, San Bernardino and Riverside counties.
