Notice to the Public to be Placed on Mailing List for

Prevention of Significant Deterioration (PSD) Projects

The South Coast Air Quality Management District (AQMD) is the air pollution control agency with the jurisdiction over Orange County and portions of Los Angeles, Riverside, and San Bernardino counties. Anyone wishing to install or modify equipment that could control or be a source of air pollution within this region must first file an application to obtain permit from the AQMD. For projects that are subject to AQMD Regulation XVII - Prevention of Significant Deterioration (PSD), the public may request to be put on the mailing list for additional notices on permitting activities.

The AQMD is currently in the process of reviewing permit applications for several projects that are subject to the PSD regulation. Following are the project names and locations:

Ocotillo Energy Project

Ocotillo Energy L.P. is proposing to install three new electric generating gas-fired turbines at their new proposed power plant facility in Palm Springs. Each turbine has a nominal rating of 152 megawatts (MW) totaling 456 MW for all three turbines. It is expected that this facility will be operational by the summer of 2002 to supply electricity to the California electrical grid system. These turbines are equipped with Dry Low NOx Combustors, and will operate in simple cycle mode. The applicant proposes to operate the turbines such that they will not exceed the following emissions levels: 9 ppmvd NOx @ 15% O2, 6 ppmvd CO @ 15% O@ and 2 ppvmd VOC @ 15% O2. There is also a proposed diesel-fired emergency fire water pump engine.

Magnolia Power Project

The proposed Magnolia Power Project is a nominal 250 MW with a peaking capacity of 328 MW during duct firing, natural gas-fired electric generating facility. The Southern California Public Power Authority (SCPPA) is developing the proposed project. SCPPA members include the Cities of Anaheim, Burbank, Cerritos, Colton, Glendale, Pasadena and San Marcos. The proposed plant will be constructed on a 23-acre site at the existing Magnolia Power Station that is owned and operated by the City of Burbank Water and Power Department. The combined-cycle combustion turbine will be equipped with a duct burner and air pollution control equipment in the form of Selective Catalytic Reduction, Oxidation Catalysts, and Dry Low NOx combustors. Ancillary equipment includes an auxiliary steam boiler, cooling towers, and an ammonia storage tank.

Inland Empire Energy Center Project

The proposed Inland Empire Energy Center project is a 670 MW natural gas-fired, combined-cycle electric generating facility. The project will be located on approximately 46 acres near Romoland, within Riverside County. The project site is bordered by McLaughlin Road to the south, San Jacinto Road to the east, Antelope Road to the west, and the Burlington Northern Santa Fe railway to the north. The two GE PG-7251(FB) combustion turbines will each be equipped with a duct burner and air pollution control equipment in the form of Selective Catalytic Reduction, Oxidation Catalysts, and Dry Low NOx combustors. Ancillary equipment includes an auxiliary steam boiler, cooling towers, an emergency diesel fire pump engine, a 1000-kW natural gas fired emergency engine, and an ammonia storage tank.
