Environmental justice expert Joseph K. Lyou, Ph.D., was sworn in this week
as the newest member of the South Coast Air Quality Management District’s
Governing Board.
Lyou was appointed to the AQMD Governing Board on June 28 by Gov. Arnold
Schwarzenegger. AQMD’s Board includes nine seats filled by local elected
officials and three appointed from Sacramento, including one member
appointed by the Governor.
Prior to his appointment to the AQMD Governing Board, Lyou served on
AQMD’s Local Government and Small Business Assistance Committee since
December 2003. The committee was created in January 1997 to allow greater
participation from local government, business interests, as well as
concerned citizens and residents in the region on AQMD rulemaking,
technology and policy-making decisions.
Since 1990, Lyou has worked for public interest organizations assisting
community groups and individuals with a variety of environmental protection
issues. He is currently the executive director of the California
Environmental Rights Alliance. He also serves as Co-Chair of the California
Environmental Protection Agency’s Advisory Committee on Environmental
Justice, and is a member of several other regulatory agency advisory and
work groups.
He earned his undergraduate degree from California State University,
Northridge in Psychology and his masters and doctorate degrees from the
University of California, Santa Cruz in Social Psychology.
AQMD Board members serve four-year terms. Lyou’s term will end Jan. 15,
2011.
AQMD is the air pollution control agency for Orange County and major
portions of Los Angeles, San Bernardino and Riverside counties.
