Rolling Hills Estates Council Woman Joins AQMD Board

To Represent Cities in Western Los Angeles County

Rolling Hills Estates Council Woman Judy Mitchell was sworn in today as the newest member of the South Coast Air Quality Management District’s Governing Board.

Mitchell will represent the 51 western cities of Los Angeles County on the AQMD Board. She was selected by mayors and council members of those cities she will represent.

Mitchell was first elected to the Rolling Hills Estates City Council in 1999 and served as mayor in 2004 and 2009. She has been involved in city activities for 26 years and helped establish the George F. Canyon Nature Center and Linden H. Chandler Preserve in the city. Mitchell was instrumental in starting the Environmental Advisory Committee which led to the adoption by the city in 2008 of green building guidelines and a water conservation ordinance.

Mitchell serves on numerous boards and commissions. She is the first vice-chair of the South Bay Cities Council of Governments where she helped establish the South Bay Environmental Services Center. The center is a government and business partnership that serves as a clearinghouse to assist South Bay public agencies, businesses and residents in implementing local energy efficiency and water conservation programs.

In addition, Mitchell serves on the Regional Council of the Southern California Association of Governments (SCAG) and also its Energy and Environment Committee. She is the immediate past president of the League of California Cities, and she served as chair of the League’s Environmental Quality Policy Committee and its Climate Change Working Group, which developed policy guidelines to address global warming.

She earned her undergraduate degree from Purdue University and her graduate degree from University of California, Los Angeles. Mitchell also earned a law degree from Loyola Law School and is a practicing attorney.

Mitchell will serve a four-year term on the AQMD Board ending Jan. 15, 2014.

AQMD is the air pollution control agency for Orange County and major portions of Los Angeles, San Bernardino and Riverside counties.
