Purpose of The Meeting
The South Coast Air Quality Management District (AQMD) has scheduled a public
workshop to discuss and solicit comments and suggestions from the public on
Proposed
Amended Rule (PAR)
461 – Gasoline Transfer and Dispensing. PAR 461 will be
considered for amendment by the AQMD Governing Board at a public hearing
tentatively scheduled for April 6, 2012.
Proposed Amendment and Objective
The proposed amendment and its air quality objective is as follows:
-
Provide non-retail
facilities that meet certain conditions and have fleets with
100% On-board Refueling Vapor Recovery (ORVR),with an
alternative way to comply in lieu of installing Phase II
Enhanced Vapor Recovery (EVR) systems certified by the
California Air Resources Board;

Remove temporary exemptions
for dispensing of E-85;
-
Change the deadline for
submitting monthly gasoline throughput records to a specific
date;

Add specific requirements
for backfill inspections;

Require compliance with
applicable California Air Resources Board requirements or
procedures; and
-
Make other non-substantial
changes to provide clarification, improve enforceability and
make administrative corrections.
California Environmental Quality Act
Pursuant to the California Environmental Quality Act (CEQA) and AQMD Rule
110, appropriate documentation will be prepared to analyze any potential adverse
environmental impacts associated with the proposed amendment to Rule 461.
The public workshop meeting also serves as a CEQA scoping meeting to solicit
public input on the scope of the analysis to be included in the CEQA document.
Comments received at the public workshop on the environmental analysis will be
considered when preparing the CEQA document.
