Proposed Amended Rule 1196 – Clean On-Road Heavy-Duty Public Fleet Vehicles and
Proposed Amended Rule 1186.1 – Less-Polluting Sweepers

NOTICE IS HEREBY GIVEN that a public hearing on the matter of adoption of rules and regulations for the South Coast Air Quality Management District (AQMD) will be held on Friday, June 6, 2008, in the Auditorium at AQMD Headquarters, 21865 Copley Drive, Diamond Bar, California, at 9:00 a.m., at which time evidence will be taken and all interested persons will be heard by the AQMD Board. 

NOTICE IS FURTHER GIVEN that Proposed Amended Rule 1196 will extend the sunset date under paragraph (d)(4) allowing for the acquisition of vehicles where an approved Technical Infeasibility Certification has been issued based on the unavailability of an alternative-fuel refueling station within five miles of the vehicle storage or maintenance yards to June 30, 2010, and that Proposed Amended Rule 1186.1 will extend the sunset date under subparagraph (d)(1)(B) allowing for the acquisition of vehicles where an approved Technical Infeasibility Certification has been issued to July 1, 2010.  In addition, Proposed Amended Rule 1186.1 will delete the reference to Rule 1186 paragraph (i)(3) in clauses (d)(1)(B)(iv) and (d)(2)(B)(ii).

NOTICE IS FURTHER GIVEN that the air quality objective of Rule 1196 and Rule 1186.1 is to reduce exhaust emissions from on-road vehicles to reduce public exposure to air toxic contaminants and criteria pollutants, and the air quality objective of the amendments is to make certain minor changes to rule language in order to facilitate implementation.  

NOTICE IS FURTHER GIVEN that the AQMD has prepared supporting documents consisting of:

  • Proposed Amended Rule 1196;
  • Proposed Amended Rule 1186.1;
  • Staff Report for Proposed Amended Rules 1196 and 1186.1; and
  • An Addendum to the Final Program Environmental Assessment for Proposed Fleet Vehicle Rules and Related Rule Amendments

NOTICE IS FURTHER GIVEN that at the conclusion of the hearing, the AQMD Board may make other amendments to Proposed Amended Rule 1196 and Proposed Amended Rule 1186.1 which are justified by the evidence presented or may decline to adopt them.

Interested persons may attend and submit oral or written statements at the Board hearing.  Twenty-five (25) copies of all written materials must be submitted to the Clerk of the Board.  Individuals who wish to submit written comments for review prior to the hearing must submit such comments to the Clerk of the Board, 21865 Copley Drive, Diamond Bar, California 91765, (909) 396-2500, or to cob@aqmd.gov, on or before Tuesday, May 27, 2008.  Electronic submittals will only be accepted if no more than 10 pages including attachments; and in MS Word, plain or HTML format.
