Proposed Amended Rule 1470 - Requirements For Stationary Diesel-Fueled Internal Combustion And Other Compression Ignition Engines

NOTICE IS HEREBY GIVEN that a public hearing on the matter of adoption of rules and regulations for the South Coast Air Quality Management District (AQMD), or the amendments thereto, will be held on October 7, 2011 in the Biltmore Bowl at the Millennium Biltmore Hotel, 506 South Grand Avenue, Los Angeles, CA, at 9:00 a.m., at which time evidence will be taken and all interested persons will be heard by the AQMD Board.

NOTICE IS FURTHER GIVEN that the AQMD is considering proposed amendments to Rule 1470 to revise NOx and PM emission limits for stationary emergency standby engines, stationary emergency standby direct-drive fire pump engines, and stationary emergency standby direct-drive flood control pump engines installed or to be installed on or after January 1, 2011.

NOTICE IS FURTHER GIVEN that the Proposed Amended Rule 1470 narrows the applicability of existing Tier 4 PM emission limits to stationary emergency standby engines (excluding stationary emergency standby direct-drive fire pump and flood control pump engines) installed on or after January 1, 2012, and located at or within 100 meters of a sensitive receptor.  The proposed amended rule also requires other engines installed after January 1, 2012 to demonstrate compliance with the health risk levels of Rule 1401(d)(1)(A).  Proposed Amended Rule 1470 would require stationary emergency standby engines (excluding those located at or within 100 meters of a school) installed or with a deemed complete application for Permit to Construct or Permit to Operate on or after January 1, 2011 and prior to January 1, 2012, to emit PM at a rate of 0.15 g/bhp-hr or less. 

NOTICE IS FURTHER GIVEN that Proposed Amended Rule 1470 eliminates after-treatment based Tier 4 NOx emission limits for stationary emergency standby engines, stationary emergency standby direct-drive fire pump engines, and  stationary emergency standby direct-drive flood control pump engines installed on or after January 1, 2011.  Under the proposed amendments, these engines will be subject to the latest Tier standards for NOx which do not require after-treatment controls.

NOTICE IS FURTHER GIVEN that Proposed Amended Rule 1470 will incorporate by reference state Stationary Diesel Engine ATCM (Title 17 CCR, sections 93115 - 93115.15) requirements for agricultural engines and stationary diesel-fueled compression ignition engines less than or equal to 50 bhp instead of listing these same requirements in Rule 1470. 

NOTICE IS FURTHER GIVEN that the air quality objective of Proposed Amended Rule 1470 is to reduce exposure to diesel particulate matter emissions from stationary diesel-fueled internal combustion engines.  It should be noted that the California Air Resources Board identified diesel particulate matter from internal combustion engines as a carcinogen in 1998.

NOTICE IS FURTHER GIVEN that the AQMD has prepared documents, for consideration by the AQMD Board, including:

  • Proposed Amended Rule 1470
  • Draft Staff Report regarding Proposed Amended Rule 1470 and Comparative Analysis required by Health and Safety Code Section 40727.2
  • Socioeconomic Assessment for Proposed Amended Rule 1470
  • Draft Subsequent Environmental Assessment Document for Proposed Amended Rule 1470, pursuant to the California Environmental Quality Act (CEQA)

NOTICE IS FURTHER GIVEN that at the conclusion of the public hearing, the AQMD Board may make other amendments to Proposed Amended Rule 1470 which are justified by the evidence presented, or may decline the amendments or adoption.

Interested persons may attend and submit oral or written statements at the Board Hearing.  Twenty-five (25) copies of all written materials must be submitted to the Clerk of the Board.  Individuals who wish to submit written comments for review prior to the hearing must submit such comments to the Clerk of the Board, 21865 Copley Drive, Diamond Bar, CA, 91765-4178, (909) 396-2500, or to cob@aqmd.gov on or before Tuesday, September 27, 2011.  Electronic submittals will only be accepted if no more than 10 pages including attachments; and in MS Word, plain or HTML format.
