Proposed Amended Rule 1610 – Old Vehicle Scrapping

NOTICE IS HEREBY GIVEN that a public hearing to amend the rules and regulations of the South Coast Air Quality Management District (AQMD) will be held on Friday, June 6, 2008, in the Diamond Bar Auditorium, AQMD Headquarters, 21865 Copley Drive, Diamond Bar, California, at 9:00 a.m. or later, at which time evidence will be taken and all interested persons will be heard by the AQMD Governing Board.

NOTICE IS FURTHER GIVEN that the AQMD is considering the amendment of Rule 1610 – Old Vehicle Scrapping, to harmonize the rule with recent changes made to California Air Resource Board’s (CARB) Title 13, California Code of Regulations, Chapter 13, Article 1, Sections 2601 – 2610 Voluntary Accelerated Light-Duty Vehicle Retirement Enterprises (VAVR).  The air quality objective of the proposed amendment is to ensure the mobile source emission reduction credits generated pursuant to Rule 1610 are consistent with State law.

NOTICE IS FURTHER GIVEN that the AQMD has prepared the following supporting documents:  Proposed Amended Rule 1610 – Old Vehicle Scrapping, Staff Report for Proposed Amendments to Rule 1610 – Old Vehicle Scrapping, and a California Environmental Quality Act Notice of Exemption.  These documents and materials are available on the AQMD website at http://www.aqmd.gov/rules/proposed.html and may be obtained by contacting:

NOTICE IS FURTHER GIVEN that at the conclusion of the public hearing, the AQMD Board may make other amendments to Proposed Amended Rule 1610 – Old Vehicle Scrapping, which are justified by the evidence presented, or may decline to adopt the proposed amended rule.

Interested persons may attend and submit oral or written statements concerning Proposed Rule 1610 – Old Vehicle Scrapping at the Board Hearing.  Twenty-five (25) copies of all written materials must be submitted to the Clerk of the Boards.  Individuals who wish to submit written comments for review prior to the hearing must submit such comments to the Clerk of the Boards, 21865 Copley Drive, Diamond Bar, CA 91765-4178, or cob@aqmd.gov, (909) 396-2500, on or before Tuesday, May 27, 2008. Electronic submittals will only be accepted if no more than 10 pages including attachments, and submittals are in MS Word, plain or HTML format.
