NOTICE IS HEREBY GIVEN that a public hearing to consider revisions
to the ozone and particulate matter (PM2.5) motor vehicle emissions budgets for
the South Coast Air Basin (Basin) and the ozone motor vehicle emissions for the
Coachella Valley will be held by the South Coast Air Quality Management
District (AQMD) at the above location at which time evidence will be taken and
all interested persons will be heard by the AQMD Governing Board.
NOTICE IS FURTHER GIVEN that the 2007 AQMP was adopted by the District
Governing Board on June 1, 2007 meeting federal and state Clean Air Act
requirements for ozone and PM2.5 attainment demonstrations. The motor vehicle
emissions budgets for the Basin and Coachella Valley, reflecting adopted rules
and proposed short-term/defined measures, were approved by the California Air
Resources Board (CARB) on September 27, 2007 and submitted to the U.S.
Environmental Protection Agency (EPA) as part of the 2007 State Implementation
Plan (SIP) on November 16, 2007.
CARB submitted revisions to the Coachella Valley ozone transportation
conformity emission budget to EPA on March 24, 2008. The updated transportation
budget was a component of the Early Progress Plan Toward Attaining the 8-hour
National Air Quality Standard for Ozone adopted by the CARB Governing Board on
February 28, 2008. The revision was submitted to EPA and found adequate on May
7, 2008 [Federal Register: May 7, 2008 (Vol. 73, No. 89, Notices, P. 25694)].
On April 4, 2008, the AQMD Governing Board approved a request to CARB to
provide an alternative approach for transportation conformity emission budgets
for the Basin based on the 2007 SIP baseline emissions reflecting only the
regulations adopted as of October 2006 for all milestone years up to the
attainment years. The CARB Governing Board approved Resolution 08-27 itemizing
the modifications to the Basin transportation conformity emission budgets, and
the reasonable further progress baseline budget was found adequate by EPA on May
15, 2008 [Federal Register: May 15, 2008 (Vol. 73, No. 95, Notices, P.28110)].
NOTICE IS FURTHER GIVEN that the AQMD is submitting revisions to the
ozone and particulate matter (PM2.5) motor vehicle emissions budgets for the
Basin to add attainment year budgets that reflect estimated emission reductions
from mobile source rules recently adopted by CARB through 2008. EPA has
previously found adequate 8-hour ozone budgets for 2008, 2011, 2014, 2017 and
2020; and PM2.5 budgets submitted for 2009 and 2012. The AQMD is also
submitting revised 8-hour ozone budgets for the Coachella Valley for 2011, 2014,
2017 and 2018, to replace the budgets previously submitted and as part of the
Early Progress Plan. The revised attainment year budgets for the Coachella
Valley also reflect estimated emissions reductions from mobile source rules
recently adopted by CARB.
NOTICE IS FURTHER GIVEN that the AQMD has prepared the following
documents:
- South Coast Air Basin Transportation Conformity Emission Budgets:
PM2.5 Baseline Based, and
- South Coast Air Basin Transportation Conformity
Emission Budgets: 8-Hour Ozone Baseline Based; (revising the tables in
Attachment 2 of CARB Board Resolution 08-27); and
- Coachella Valley Transportation Budgets (revising the 8-hour ozone budget
presented in the Ozone Early Progress Plans).

NOTICE IS FURTHER GIVEN that at the conclusion of the hearing, the
AQMD Board will consider all comments received as part of its deliberations on
the approval of the revisions to the ozone and particulate matter (PM2.5) motor
vehicle emissions budgets for the South Coast Air Basin and the ozone motor
vehicle emissions budgets for the Coachella Valley.

and particulate matter (PM2.5) motor vehicle emissions budgets can be directed

Interested persons may attend and submit oral or written
statements concerning the revisions to the ozone and particulate matter (PM2.5)
motor vehicle emissions budgets for the South Coast Air Basin and ozone motor
vehicle emissions budgets for the Coachella Valley at the Governing Board
hearing. Twenty-five (25) copies of all written materials must be submitted to
the Clerk of the Boards. Individuals who wish to submit written comments for
review prior to the hearing must submit such comments to the Clerk of the
Boards, 21865 Copley Drive, Diamond Bar, CA 91765-4178, or
cob@aqmd.gov, (909) 396-2500, on or before Tuesday, October 27, 2009.
Electronic submittals will only be accepted if there are no more than 10
pages including attachments, and submittals are in MS Word, plain or HTML
format.
