SCAQMD Rules and Regulations

Regulation XXXV - Railroads and Railroad Operations

 

Idling locomotives and rail-related operations at railyards represent significant criteria pollutant and toxic emissions. Regulation XXXV – Railroads and Railroad Operations currently consists of the following adopted rules: 

The objective of Regulation XXXV is to monitor and record locomotive idling events, prohibit long duration idling unless specific criteria are met, calculate railyard emissions, conduct risk assessment, and possibly require risk reductions for rail yards that are over a specific risk threshold.  To assist the District in development of these rules, a Working Group was established consisting of railroad industry and environmental and community groups.
