Funding Announcement of $30 Million to Accelerate Clean-Up of
Off-Road Diesel Vehicles

Based on the version of the California Air Resources Board's
"In-Use Off Road Diesel Vehicle Regulation" submitted to the Office of
Administrative Law, participation and submittal of applications for funding
under the SOON program are voluntary for the currently open Program
Announcement (PA#2008-09). For details, see the "Who is Eligible for

Background Information on SOON Program
The South Coast Air Quality Management District is soliciting clean air
projects to provide funding assistance to applicable fleets for the purchase
of low-emission heavy-duty engine technologies to achieve near-term
reduction of NOx emissions from in-use, off-road diesel vehicles. This
announcement is to allow fleets to meet the State “Surplus Off-road Opt-in
for NOx” (or SOON) provision of a recently adopted California Air Resources
Board regulation which sets more-stringent NOx emission targets for in-use,
off-road diesel vehicles.
The AQMD Board has approved setting aside a total of $120 million over a
four year period for this purpose. A
Program Announcement (#PA2008-09) seeking proposals for the
first year's allocation of $30 million is currently open for
applications which must be submitted no later than 1 p.m. on November 7,
2008.

Who is Eligible for Funding?
- All large fleets with a total statewide equipment horsepower over
20,000 hp may apply for funding.
- Fleets below 20,000 hp may also voluntarily participate in this program.
- All fleets applying for funding must meet the requirements of the
Program Announcement (PA#2008-09).
How will Proposals be Evaluated?
Funding will be awarded based on the cost-effectiveness of each project at
reducing NOx emissions. Funding will be managed via the Carl Moyer Program,
and all Carl Moyer Program requirements will apply to these projects, except where
specifically noted in Program Announcement #PA2008-09, or where additional program criteria
may apply. The cost-effectiveness limit in
the Carl Moyer Program for Off-Road Diesel Vehicles is currently $5,000 per
ton of NOx reduced.
