WATERS is a system designed to allow users to access RECLAIM emissions information from the AQMD.

Register First
Select the I've never used WATERS before, sign me up link from the WATERS home page. The system will then allow you to choose a username and password. The system will verify that you are affiliated with the facility you are registering for by matching the facility ID to that facility's Emission Reporting System Access number. This number is also known as 'password' that you already use for transmitting RECLAIM emission data. Once you have successfully completed the new user registration, you may access your facility's emissions data by selecting the Access Emissions Data link from the WATERS home page.

To access your RECLAIM facility's emissions information, select the Access Emissions Data link from the WATERS home page. The system will then verify your access authorization by requiring the entry of a username and password. Correct entry of this information will allow access to the Information Request screen.

If you are a registered WATERS user for more than one facility, you must select the facility you wish to view the data for on the "Select Facility ID" page. Select the Facility ID from the drop down list and click the button labeled "Next>"

In order to view Emissions Reporting System data for a facility, you must complete the information on the Information Request screen.

To complete the information on the Information Request screen, select options in the three sections:

First, select the Record Type
Click on any combination of 'Device Classifications' and 'Emittant IDs' check boxes. Note: When you select a combination of Device Classification/Emittant IDs, you will view only the most current data that matches the selected options. If you select a specific record type you will view the most current data and all iterations of that data.

For example: if you successfully updated a device report 3 times with separate 2NP records, by checking the "Process" and "NOx" check boxes, you would only see the most recent 2NP record (again if it falls within the date range you specify).

Second, select the device you want to see the data for
You can view ERS data for a particular device, or all the devices at your facility. Select "All" from the drop down list to view data for all devices, or select a specific device ID to limit the data to that device

Last, select the report or transmit date range to see the data for
The Report Date is the date of record for the ERS data. The Transmit date is the date that the data was actually sent to AQMD. For example, you could generate a report for a device for the date 01/01/1999, but not transmit the data until 01/03/1999. You must select either "Report Dates" or "Transmit Dates" radio button. Once selected, enter the desired dates in the appropriate areas. The dates you enter must be in the format (mm/dd/yyyy).

For example: To see data for a single day, enter the same date in both the "From:" and "To:" text areas. For example, to see data that was reported between Jan 1, 1999 and Feb 1, 1999, select the "Report Dates" radio button, and enter 01/01/1999 in the "From:" text area and 02/01/1999 in the "To:" text area.

Hints:
Since there is so much data available, if you make your information request too general, the request will take a long time to run. In order to get the information back faster, try to limit your search to a specific device, or a smaller date range.
