How do I use WATERS?	I've never used WATERS before, sign me up.	Access Emissions Data

The WATERS system requires the use of an HTML 3.0 compliant browser. Specifically, it was developed for the most recent versions of Netscape Navigator and Microsoft Internet Explorer.
