Background:
The 2016 Air Quality Management Plan (AQMP) for the South Coast Air Basin and Coachella Valley identified that in the near-term there is a need to expand financial incentive funding programs significantly in order for the region to attain federal air quality standards. Traditional regulatory approaches cannot be developed and adopted by the South Coast Air Quality Management District (South Coast AQMD) or the California Air Resources Board (CARB) and provide sufficient time for affected entities to implement given the short time available to attain the federal ozone air quality standard by 2023. As such, the 2016 AQMP provides an analysis of the incentive funding levels that will be needed, if no other actions occur, to achieve the emission reductions associated with the State SIP (State Implementation Plan) Strategy “Further Deployment of Cleaner Technologies” measures. The analysis includes a discussion on what funding levels will be needed to assist smaller stationary sources (e.g., water and space heaters and commercial cooking equipment) to achieve additional emission reductions.
The analysis provided in the 2016 AQMP indicates that about $12 to $14 billion in new funding will be needed for financial incentives to accelerate the turnover of older mobile source vehicles and equipment to near-zero and zero emission vehicles and equipment over the next seven to 15 years. Funding levels thus need to average around $1 billion per year over the next 14 years.
Securing a significant, sustainable level of funding revenue requires a concerted effort from all stakeholders. South Coast AQMD has been and will continue to work with all interested parties to build a strong coalition to advocate for and support legislative or other types of initiatives and programs to secure additional funding revenues to support the 2016 AQMP.

Advisory Group Mission and Goals:
South Coast AQMD is forming a working group to assist the District in developing an effective and sustained approach to addressing the funding needs outlined in the 2016 AQMP that was approved by the Governing Board earlier this year. The group will determine the frequency of the meetings.
Mission:
To assist the District in identifying, prioritizing, and acquiring incentives for mobile source fleet and stationary equipment turnover.
The Working Group will serve an integral role in presenting and discussing viable funding ideas and strategies, and collaborating and forming partnerships in support of those ideas and strategies.
Goals:
The goals of the Working Group, include, but are not limited to:

Developing recommendations on best ways to inform local elected officials, the state legislature, Congressional members, and the Executive Branch about the importance and need for incentive programs in order for the South Coast Region to attain federal ambient air quality standards in a timely manner, and the environmental and economic benefits that such funding brings.

Developing a recommended list of viable funding opportunities and strategies for South Coast AQMD to use to secure the funding needed to support the 2016 AQMP. (Many funding opportunities will require state or federal legislative actions or voter approval. Thus, the Working Group must take into account South Coast AQMD’s ability or authority to authorize potential opportunities and legislative or other challenges to successfully enacting the funding opportunities.); and

Providing a set of recommended joint actions to be taken by South Coast AQMD in collaboration with public, private, and non-profit/community based stakeholders to help secure financial incentive funding to support the 2016 AQMP.
Reporting:
The Governing Board’s Administrative Committee shall be the Board’s liaison for this Working Group. The Working Group shall provide its recommendations regarding securing sufficient incentive funding to implement the 2016 AQMP as they are developed, with final input being provided to the Executive Officer by the end of the second quarter of 2018.

We are seeking interested persons and/or organizations that represent a cross-section of stakeholders in the community. The development of sound policy choices requires feedback based on the unique expertise and perspectives of a broad spectrum of working group participants. The number of members may vary but will be up to forty, drawn from a cross-section of the community including, but not limited to, those representing major businesses, small businesses, local government agencies, environmental and environmental justice groups, health advocates, local ports, transportation vehicle manufacturers, and energy producers/providers.
