AB 2588 Air Toxics Program

Share:

California's Air Toxics “Hot Spots” Information and Assessment Act, commonly known as AB 2588, is designed to identify and evaluate toxic air contaminant emissions from existing facilities and assess potential health risks to surrounding communities.

South Coast AQMD implements the program together with Rule 1402 — Control of Toxic Air Contaminants from Existing Sources.

How the AB 2588 Process Works

Depending on a facility's emissions and potential impacts, the AB 2588 process may include several steps.

1. Air Toxics Inventory Report

A facility may be required to prepare an Air Toxics Inventory Report (ATIR) identifying toxic air contaminant emissions from its operations.

Source testing or other emissions measurements may be required to develop or verify the inventory.

2. Health Risk Assessment

If the approved emissions inventory indicates the potential for off-site health impacts, the facility may be required to prepare a Health Risk Assessment (HRA).

An HRA estimates potential health risks associated with facility emissions at locations in the surrounding community.

3. Public Notification

Facilities with health risks above specified thresholds may be required to notify nearby residents, businesses, schools, or other affected members of the public.

4. Risk Reduction

Facilities exceeding applicable risk-action thresholds may be required to reduce toxic emissions and associated health risks.

Current AB 2588 Activity in Paramount

South Coast AQMD is currently evaluating several Paramount-area facilities through the AB 2588 process.

Facility Current Activity Next Step
Carlton Forge Works ATIR under development which includes source testing Finalized ATIR will be used to determine if HRA is required
Mattco Forge ATIR under development which includes source testing Finalized ATIR will be used to determine if HRA is required
Fenico Precision Casting ATIR under development which includes source testing Finalized ATIR will be used to determine if HRA is required
Weber Metals ATIR under development which includes source testing Finalized ATIR will be used to determine if HRA is required
Press Forge ATIR under development which includes source testing Finalized ATIR will be used to determine if HRA is required
ProCast Industries ATIR under development which includes source testing Finalized ATIR will be used to determine if HRA is required

Further actions will be determined based on the emissions identified in each facility's approved Air Toxics Inventory Report and the applicable AB 2588 and Rule 1402 requirements.
