    Determine That Proposed Amended Rule 1124 – Aerospace Assembly and Component Manufacturing Operations, Is Exempt from CEQA; Amend Rule 1124; and Submit for Inclusion Into State Implementation Plan

    Rule 1124 establishes VOC limits and material-use requirements for aerospace assembly and component manufacturing operations. The California Office of Environmental Health Hazard Assessment has determined that para-Chlorobenzotrifluoride and tert-Butyl Acetate, which are used in certain aerospace materials, have carcinogenic health effects. Proposed Amended Rule 1124 (PAR 1124) includes several compliance pathways to minimize the health impact from aerospace operations. This action is to adopt the Resolution: 1) Determining that PAR 1124 – Aerospace Assembly and Component Manufacturing Operations is exempt from the requirements of the California Environmental Quality Act; 2) Amending Rule 1124 – Aerospace Assembly and Component Manufacturing Operations; and 3) Directing staff to submit Proposed Amended Rule 1124 – Aerospace Assembly and Component Manufacturing Operations to CARB and U.S. EPA for inclusion into the State Implementation Plan.   • 3. Annual Meeting of Health Effects of Air Pollution Foundation

    This item is a report on the annual Meeting of the Health Effects of Air Pollution Foundation (Foundation). Foundation staff presented on the research supported by the Foundation, the Foundation’s plan for the future, and a financial report. The Foundation’s Board of Directors recommends approval of the proposed amendment to the Foundation’s Articles of Incorporation to remove language requiring South Coast AQMD to be the sole member of the 501(c)(3) organization receiving the remaining assets of the Foundation upon dissolution. Further, given that federal programs fund the same research studies at much higher levels and deeper efforts in multi-year studies than what the Foundation can offer, the Administrative Committee and HEAP Foundation recommend the conclusion and dissolution of the Foundation. As part of the dissolution process, remaining assets must be transferred to a 501(c)(3) organization. Actions include: 1) receive and file the annual report; 2) amend the Foundation’s Article of Incorporation to remove language requiring South Coast AQMD to be the sole member of the 501(c)(3); and 3) authorize the Executive Officer to initiate the process to issue an RFP for distribution of the remaining assets of the Foundation.     4. Reallocate Funds, Amend and Execute Agreements and Contracts to support Ocean-Going Vessel Retrofit Projects

    South Coast AQMD received a 2020 U.S. EPA Targeted Airshed Grant to partner with Mediterranean Shipping Company (MSC) and Ports of Los Angeles and Long Beach to retrofit two ocean-going vessels. However, there was a change in one of the vessel’s availabilities, resulting in MSC being unable to complete one of the planned retrofits. Therefore, some funds remain that can be allocated to another retrofit project with a similar scope. Chevron Shipping Company has volunteered one of its Tier 2 tanker vessels for this retrofit development and installation contingent on U.S. EPA approval.  These actions are to: 1) reallocate the remaining U.S. EPA and Ports of Los Angeles and Long Beach contributions in the amount of $3.9 million from MSC to Chevron Shipping Company for the tanker vessel retrofit; 2) amend the existing MOU with the Ports of Los Angeles and Long Beach (San Pedro Bay Ports) to incorporate the revised project scope; 3) amend and extend the contract with MSC, upon approval from U.S. EPA and, 4) contingent upon U.S. EPA approval, execute a contract with Chevron Shipping Company for up to $3.9 million from the Clean Shipping Technology Demonstration Special Revenue Fund (83) to retrofit a tanker vessel.   • 5. Execute Contracts to Evaluate Secondary Particulate Matter Emissions from Tire Off-Gassing, and On-Road Brake and Tire Wear Emissions from Light-, Medium-, and Heavy-Duty Vehicles

    Brake and tire wear research has primarily focused on direct emissions of particles in laboratory simulated conditions, while gaseous organic compounds emissions and emission rates from tires remain understudied. To address this, the University of California, Riverside College of Engineering - Center for Environmental Research and Technology (UCR/CE-CERT) is starting to study and quantify the amount of secondary particulate matter (PM) emissions forming from tire off-gassing and evaluate on-road particulate and gaseous emissions from brake and tire wear from light-, medium-, and heavy-duty vehicles. These actions are to execute two contracts with UCR/CE-CERT using Clean Fuels Program Fund (31) to evaluate: 1) secondary PM emissions from tire off-gassing in an amount not to exceed $200,000; and 2) on-road particulate and gaseous emissions from brake and tire wear from light-, medium-, and heavy-duty vehicles in an amount not to exceed $600,000.   • 6. Issue Program Announcement for AB 617 Clean Community School Initiative and Transfer Funds for Development of AB 617 Grant Management System

    In July 2017, AB 617 was signed into California state law and provides a community-focused action framework to improve air quality and reduce exposure to criteria air pollutants and toxic air contaminants in communities most impacted by air pollution. The AB 617 Clean Community School Initiative is an incentive-based program focusing on replacing privately-owned internal combustion school buses serving public schools and providing charging infrastructure to benefit impacted communities under AB 617. Also, to accommodate the application intake process of the program, the development of an AB 617 Grant Management System will be required. These actions are to: 1) issue, and if necessary, re-issue a Program Announcement to solicit applications for eligible zero-emission school bus and charging infrastructure projects and 2) transfer and appropriate up to $67,000 for AB 617 Grant Management System from the administrative portion of the Community Air Protection Program (Grant #G19-MCAP-03-1) Fund (77) into Information Management’s FY 2025-26 and/or 2026-27 Budget, Services and Supplies and/or Capital Outlays Major Objects.   • 7. Recognize Revenue from 2016 Settlement Agreement for World Logistics Center

    Under a 2016 Settlement Agreement, the developer of the multi-warehouse World Logistics Center, Highland Fairview, agreed to pay an Air Quality Improvement Fee of $0.64 per square foot of each building constructed at the time a Certificate of Occupancy is issued. The first building under this agreement is expected to receive this certificate in the first Quarter of 2026 and more buildings are anticipated in the future. The agreement recognizes the South Coast AQMD may use the fee for any purpose that will improve air quality in the South Coast Air Basin. This action is to: 1) Recognize revenue, upon receipt, based on $0.64 per square foot of each building constructed from Highland Fairview into the Air Quality Investment Fund (27); and 2) Authorize the Executive Officer to accept the Air Quality Improvement Fee to be used to improve air quality in the South Coast Air Basin.
