Permitting Update on Aboveground Storage Tanks and South Coast AQMD Rule 463 (August 27, 2025)

Recent amendments to Rule 463 have introduced new requirements for aboveground storage tanks (ASTs). Some of the new requirements may not be feasible for certain ASTs storing and dispensing gasoline. South Coast AQMD will be initiating rulemaking to resolve the matter. To ensure permit applications are evaluated against appropriate regulatory requirements and to avoid potential compliance issues following project approval, we have temporarily paused processing any permit applications or accepting new permit applications for ASTs affected by these future amendments, until they are approved by the Governing Board.

For questions or the most up-to-date information on Rule 463, please contact Air Quality Specialist Jennifer Wang at jwang@aqmd.gov or 909-396-3098, in the Planning, Rule Development, and Implementation division.
