$30 Million Available for New EV Charging Infrastructure

The Mobile Source Air Pollution Reduction Review Committee (MSRC) is seeking project ideas to make zero-emission charging operations more reliable and resilient during grid outages or delays in securing permanent grid connectivity.

Up to $30 million is available through their new Electric Vehicle (EV) Charging Infrastructure Resiliency Program for projects located within South Coast Air Quality Management District. As the region continues transitioning to zero-emission vehicles, particularly in goods movement and municipal operations, dependable charging infrastructure is essential. Power outages, including Public Safety Power Shutoffs (PSPS), and delays in utility upgrades can interrupt charging operations and impact freight movement, emergency response, and other vital services.

This new funding opportunity is designed to help charging sites remain operational during electrical disruptions or operate independently of the grid when necessary. It also advances projects where grid connections are delayed or restricted.

Eligible projects include new publicly accessible charging stations or upgrades to existing sites to add resiliency features. A key objective is to support the development of resilient infrastructure serving public access charging, goods movement, and critical municipal operations. Project ideas may include integrating on-site distributed energy resources such as solar power, battery storage, microgrid systems, or ultra-low emission backup power technologies.
