The Cooperative Agreement with the Ports of Long Beach and Los Angeles was approved by the South Coast
AQMD Governing Board on November 7, 2025, and subsequently approved by the Long Beach and Los Angeles
Boards of Harbor Commissioners on November 10th and November 20, respectively.
The final agreement prioritizes the development of zero-emission infrastructure at the Ports similar focus to previous work
on Proposed Rule 2304 - the first critical step towards eliminating emissions from cargo handling equipment, harbor craft,
trucks, trains, and ocean-going vessels and attaining clean air in the region. The parties agreed on enforceable conditions
that have financial penalties specified in the agreement if milestones are missed, and a process in the event any party
wants to exit the agreement.
