Rule 1151 - Motor Vehicle and Mobile Equipment Non-Assembly Line Coating Operations, establishes Volatile Organic Compound (VOC) content limits that represent the Best Available Control Technology (BARCT) for automotive refinishing coatings used at approximately three thousand automotive refinishing facilities in South Coast AQMD, as shown on the map below.
