Emergency engines shall not operate more than 20 hrs/yr for testing and maintenance if PM is emitted at a rate greater than 0.4 g/bhp-hr; 30 hrs/yr if PM is between 0.15 and 0.4 g/bhp-hr; 50 hrs/yr if PM is between 0.01 and 0.15 g/bhp-hr; and 100 hrs/yr if PM is less than or equal to 0.01 g/bhp-hr. Owners or operators of three or fewer engines in the SCAQMD, who choose either Option 1 or 2 as allowed in the rule, shall retrofit prime engines or engines located within 328 feet of a school according to the following schedule: by 1/1/2006 for engines manufactured in 1989 or earlier; by 1/1/2007 for engines manufactured between 1990 and 1995; or by 1/1/2008 for engines manufactured after 1995. Owners or operators of four or more engines in the SCAQMD, who choose Option 1 or 2 as allowed in the rule, shall retrofit prime engines and engines located within 328 feet of a school between 1/1/2006 and 1/1/2009 depending on the age of the engine and the number of engines involved as specified in (e)(3)(B). Owners or operators who choose Option 3 shall reduce the diesel PM rate by at least 30% from the baseline level.

Owners or operators of four or more engines in the SCAQMD shall submit a compliance plan to identify a control strategy for each engine. Owners or operators of engines of greater than 50 bhp shall provide the information specified in (d)(1)(C) to the Executive Officer. Applications shall be submitted to modify engines that must install either a diesel particulate filter or oxidation catalyst by January 1, 2006.

New emergency engines, including agricultural engines, shall not emit PM at a rate greater than 0.15 g/bhp-hr. New emergency engines located within 328 feet of a school and new prime engines shall not emit PM at a rate greater than 0.01 g/bhp-hr. Engine operators shall begin keeping records for emergency engines, as required by (d)(9). Engines of 50 bhp or less shall not be sold, offered for sale, or leased unless the engine meets the current off-road standard.
