Online Payment

  • What SCAQMD fees can be paid online?
    Any SCAQMD invoice that has a numerical (7-digit) invoice number (e.g. Emissions, Annual Operating, Hot Spots, etc.). In addition, if you have an SCAQMD voucher number, you can pay for permit application fees, and other transactions.
  • How does one make online credit card payments?
    Go to www.aqmd.gov, click on "Tools." You must have your Facility ID # and at least one valid (paid or unpaid) 7 digit invoice number or an SCAQMD voucher number.
  • What types of payments are accepted?
    Credit cards: 1. Master Card, American Express, Discover, and Visa. 2. E-Check- saving, checking account. We still accept checks via mail for annual fees (P.O. Box 4943, Diamond Bar CA 91765). We also accept cash or checks in person on Tuesday-Friday, from 8 a.m. to 5 p.m. at 21865 Copley Drive, Diamond Bar, CA 91765. Permit application fees, if mailed, should be mailed to P.O. Box 4944, Diamond Bar, CA 91765.
  • Is there a convenience fee for paying with E-Check?
    No, E-Check payments are free.
  • Is there a convenience fee for paying with credit card?
    Yes, there is a convenience fee for payments made with credit card. SCAQMD does not keep the convenience fee. The convenience fee goes directly to the third party processor to cover the fee charged by credit card companies.
  • Can a payment be made with a debit card?
    Yes, but it must be used as a credit card. A convenience fee will apply.
  • When will my payment be posted?
    By midnight of the day the payment is made on-line.
  • How secure is my online payment?
    SCAQMD websites adhere to payment card and banking industry standards. E-Checks comply with National Automated Clearing House Association (NACHA) standards. FIS is the trusted payment services partner of the Los Angeles County Treasurer and Tax Collector, and is the world’s largest global provider dedicated to banking and payment technologies. FIS has a proven track record of experience with payment solutions in numerous states, including local and municipal government agencies, and the IRS. FIS secures your personal information entered into their Web site through Secure Sockets Layer (SSL) 256-bit encryption, which creates a protected connection between users and the web server. This means your card number and personal data are never sent over the Internet unencrypted. FIS uses the best encryption technology available. Card information is not passed to SCAQMD and payment data is passed using application layer encryption. Transactions are processed using various secured connections to the card issuers.
  • How does the convenience fee show on my credit card statement?
    When your payment is ready to submit online, the list of charges and the calculated convenience fee will be itemized. Your credit card statement will show a single combined total.
  • Can I pay more than one invoice in one transaction?
    Yes, you can select multiple invoices and make one convenient payment.
  • What happens if I pay a fee in error and/or am due a refund?
    All refunds will be paid by check regardless of the original payment method. If you qualify for a refund of any part of your payment, a check will be processed within three weeks and sent to you at the billing address on file for your Facility ID. Credit card convenience fees are not refundable.
  • Is there a limit on the dollar amount when using a credit card/E-Check?
    The minimum and maximum amount that can be paid using credit card is $5-$1,000,000 subject to individual cardholder limit. There are no minimum or maximum dollar limits for E-Checks.
  • Can I make a partial payment on my invoice or voucher?
    artial payments are not accepted. You must pay the entire amount of any given invoice/voucher.
  • Can I pay expired fees online?
    No, you must contact Billing Services at 909-396-2900 for instructions on paying expired fees.
  • Can I receive my invoices/vouchers electronically?
    You will be able to print a copy of your invoice/voucher on the payment webpage. For permit application/processing fees, you will receive an email which includes your voucher.
