Summary of Coachella Valley PM10 Plan
The Coachella Valley is currently designated as a serious nonattainment area for PM10 (particulate matter with an aerodynamic diameter of 10 microns or less). Under the federal Clean Air Act (CAA), an area can be redesignated as attainment if, among other requirements, the U.S. Environmental Protection Agency (U.S. EPA) determines that the national ambient air quality standards (NAAQS) have been attained. U.S. EPA guidance further states that a determination of compliance with the NAAQS must be based on three complete, consecutive calendar years of quality-assured air quality monitoring data. In applying U.S. EPA's recently approved Natural Events Policy (NEP), the Coachella Valley has not violated either the 24-hour or annual average PM10 standards during the last three calendar years (1993 through 1995). Accordingly, the purpose of this plan is to request a redesignation of the Coachella Valley to attainment for PM10 and to submit the attendant maintenance plan and other required actions to qualify for such redesignation by the U.S. EPA.
Chapters
Chapter 1 of the plan describes the purpose of the plan, the regulatory background, PM10 health effects, the Coachella Valley area, and provides a summary of previous PM10 reduction efforts.
Chapter 2 includes a description of air quality in the Coachella Valley, a case-study of a high-wind natural event, and the Valley's attainment with the federal PM10 NAAQS.
Chapter 3 provides a summary of the methodology for estimating PM10 emissions and includes future year emissions estimates.
Chapter 4 contains the maintenance plan, which consists of a maintenance demonstration, a description of future air quality monitoring and verification of future compliance with federal NAAQS, and a contingency plan to be implemented if the area does experience a future violation.
Chapter 5 is the redesignation request and references how each of the U.S. EPA's redesignation criteria are met.
Chapter 6 is the Natural Events Action Plan, as required by the U.S. EPA NEP and is intended to protect public health as a result of future high-wind natural events.
Chapter 7 is a summary checklist that references the portions of the document intended to satisfy CAA and U.S. EPA requirements.
