The U.S. Environmental Protection Agency periodically reviews and establishes health-based national air quality standards (also referred to as NAAQS) for ozone, particulate matter, and other criteria air pollutants guided by the Clean Air Act. Federal Clean Air Act requires areas not in attainment of these standards to develop plans, known as State Implementation Plans (SIPs). SIPs are comprehensive plans that describe how an area will attain federal air quality standards. The main Air Quality Management Plan (AQMP) can be found here. Below is a list of other new and previously submitted SIPs/ SIP revisions developed to address various Clean Air Act requirements.
Request to Reclassify Coachella Valley for the 2008 8-Hour Ozone Standard and the Updated Motor Vehicle Emissions Budgets
The Coachella Valley is classified as a severe-15 nonattainment area for the 2008 8-hour ozone standard and subject to Clean Air Act Transportation Conformity. This regulation requires that the total emissions from transit and highway vehicles not exceed the Motor Vehicle Emissions Budget (MVEB) included in the latest approved SIP. As of November 4, 2022, the Coachella Valley is in transportation conformity lockdown, a situation caused by new estimates of emissions which exceed the MVEB included in the latest approved SIP. This is due to updates in the methodology to estimate the emissions, not due to increased vehicle activities. Specifically, the on-road emissions model EMFAC2017 estimates higher emissions for the same vehicle activities compared to EMFAC2014. To resolve the conformity lockdown, South Coast AQMD seeks to reclassify Coachella Valley from severe-15 to extreme for the 2008 8-hour ozone standard and update the MVEB.
2021 PM2.5 Redesignation Request and Maintenance Plan for the 2006 and 1997 24-hour PM2.5 Standards for South Coast Air Basin
The South Coast Air Basin met the 2006 and 1997 24-Hour PM2.5 standards based on ambient monitoring data from 2018-2020, subject to the U.S. EPA’s approval for removal of an exceptional event due to the Bobcat and El Dorado fires in 2020. A request to redesignate the South Coast Air Basin to attainment of the 2006 and 1997 24-Hour PM2.5 standards and a maintenance plan for PM2.5 through 2035 are developed to address Clean Air Act Requirements.

South Coast PM10 Maintenance Plan for 1987 PM10 Standard
A maintenance plan for the 24-hour PM10 standard for the South Coast Air Basin was approved in 2013 to maintain attainment of the PM10 standard from July 2013 through July 2023. A second maintenance plan for PM10 covering the 12-year period from 2023 to 2035 is developed to address Clean Air Act Requirements.

Coachella Valley Extreme Area Plan for 1997 Ozone Standard
The Coachella Valley is reclassified to an Extreme nonattainment area for the 1997 8-hour ozone standard, with an attainment date of June 15, 2024. A new Plan is developed to address the Extreme area requirements.

South Coast PM2.5 Plan for 2006 PM2.5 Standard
The South Coast Air Basin (Basin) is a Serious nonattainment area for the 2006 24-Hour PM2.5 standard, with an attainment date of December 31, 2019. Based on ambient monitoring data from 2017-2019, the Basin did not attain the standard by the deadline. A revision to the State Implementation Plan is developed to address the new planning requirements.
