All American Asphalt - Compliance & Enforcement Activity

A Notice of Violation (NOV) issued by South Coast AQMD is used to inform a business that it is out of compliance with applicable South Coast AQMD rule requirements, permit conditions or legal requirements, or with applicable state or federal air pollution regulations.

South Coast AQMD has issued eight odor nuisance NOVs to All American Asphalt’s (AAA) Irvine facility from September 2019 through January 2022.  Five of the eight violations were settled for $53,500 in February 2021. In addition to the penalty, the settlement requires additional actions at the Irvine facility. First, the facility will be evaluating the effect of its carbon adsorption unit under a research permit. If the evaluation shows a decrease in odor or emissions, AAA will be required to use the carbon adsorption unit when operating its crumb rubber / asphalt blending system. Second, the facility is required to instruct drivers to cover any loads of asphalt prior to leaving the facility and must provide drivers with information on current City of Irvine truck routes.

This settlement also resolves NOVs issued to three other AAA facilities in Corona, Westminster and Irwindale.
