Torrance Refinery - Supplemental Environmental Project Fund, ExxonMobil Settlement

As a result of violations related to the Torrance Refinery explosion at February 2015 and to the FCCU start-up activities of the Torrance Refinery, ExxonMobil entered into a settlement agreement with South Coast AQMD. A Request for Proposals was prepared and released to solicit proposals for projects benefiting the community using the Supplemental Environmental Project (SEP) monies received from the settlement.

Activities

On Aug. 24, 2016, South Coast AQMD held a community meeting to solicit ideas from community members and other stakeholders on the use of ExxonMobil settlement monies for project (s) that provide public health and quality of life improvements. A wide variety of ideas and input was received from the community on topics such as the type and location of projects; proposal evaluation criteria; and other considerations for proposed RFP.


On Sept. 2, 2016, the South Coast AQMD released P2017-06 - RFP for Supplemental Environmental Project Fund -- ExxonMobil Settlement.  The closing date for proposals was November 2, 2016.  The proposals were reviewed at a Special Meeting of the Administrative Committee.


On Sept. 21, 2016, the South Coast AQMD held a Bidder's Conference and Office Hours for RFP P2017-06.


On June 8, 2017, South Coast AQMD held a Special Administrative Committee meeting in Torrance to receive the staff report and to hear public testimony on the proposals received for the RFP Supplemental Environmental Projects Fund. The Administrative Committee approved the staff recommendations to be forwarded to the full South Coast AQMD Governing Board.

On July 7, 2017, the South Coast AQMD Governing Board approved contracts with the City of Torrance and Sonoma Technology, Inc. for the $2.77 million ExxonMobil Supplemental Environmental Project (SEP) fund.  The projects will enhance the monitoring and alert system at the Torrance (formerly ExxonMobil) refinery to provide warnings and updates to Torrance residents during refinery flaring and other emergencies.
