Pursuant to the South Coast Air Quality Management District’s (District’s) Best Available Control Technology (BACT) Guidelines, the following public notice establishing a new, more stringent BACT is being distributed for a 30-day public comment period.
This document serves as notice of the District’s intent to require more stringent BACT for a new refinery heater that will be located at CENCO Refining Company’s facility in Santa Fe Springs, CA. The proposed BACT requirements for the refinery heater are 7 parts per million (ppm) nitrogen oxides (NOx), 10 ppm carbon monoxide (CO), and 5 ppm ammonia. Only the 5 ppm ammonia limit is more stringent than previous BACT for refinery heaters.
The District is the air pollution control agency for Orange County, Riverside County (excluding the easternmost portion located in the Mojave Desert APCD) and the non-desert portions of Los Angeles and San Bernardino Counties. Anyone wishing to install or modify equipment that could control or be a source of air pollution within this region must first obtain a permit from the District.
The NOx emissions from the heater will be controlled by a Technip USA Selective Catalytic Reduction (SCR) system. SCR is an established technology for controlling the NOx emissions from heaters, and the equipment will be source tested in order to verify compliance with the emission limits.
The basis for the NOx and CO BACT determinations is a 460 million Btu/hour refinery heater at TOSCO Refining Company with the same permit limits. The District issued the permit in 1995 and the heater and SCR equipment have been operating since 1995. Compliance with the emission limits have been verified by source tests. The 5 ppm ammonia limit (based on transfer of technology) is consistent with the limit applied to new boiler projects that use SCR to control the NOx emissions.
