Rule 222 Filing Program

Rule 222 (Filing Requirements for Specific Emission Sources Not Requiring a Written Permit Pursuant to Regulation II) was adopted in September of 1998 as a streamlined alternative to permitting

Rule 222 (PDF) identifies specific types of equipment that typically have a low emission impact.  Owners and operators of equipment listed below are required to comply with the Rule 222 Filing Program.  This rule  requires owners/operators of specified emission sources to submit information regarding the source, including but not limited to a description of the source, data necessary to estimate emissions from the source, and information to determine whether the equipment is operating in compliance with applicable District, state, and Federal rules and regulations.

You can now complete your application, pay the registration fee, and file your registration online for Negative Air Machines (Form 222-A), Boilers/Water Heaters and Process Heaters (Form 222-B), Charbroilers (Form 222-C), Industrial Cooling Towers (Form 222-CT), Power Pressure Washers (Form 222-PW), Tar Pots/Tar Kettles (Form 222-TP), Food Ovens (Form 222-FO), Storage of Odorants (Form 222-OS), Urea Storage (Form 222-U), Portable Diesel Heaters (Form 222-PH), Diesel Fueled Boilers (Form 222-DB), Asphalt Day Tanker (Form 222-AT) Asphalt Pavement Heater (Form 222-AH), and Micro-turbines (Form 222-MT).


Benefits of the Online Registration Filing Program (available for Forms 222-A, 222-B, 222-C, 222-CT, 222-PW, 222-TP, 222-FO, 222-OS, 222-U, 222-PH, 222-DB, 222-AT, 222-AH, and 222-MT):  

  • The online application process should take around 20 minutes to complete and obtain a Registration via email. 

  • An approved registration, along with confirmation of filing and payment, are sent directly via email for printing and safekeeping. 

  • Online users that are responsible for multiple locations can manage them all the program.

  • Online registration for the remaining 222 Forms are planned for future release.  

PLEASE NOTE:  Change of Operator registration applications are not eligible for online processing.  Applications for Change of Operator must be submitted by mail.

*Form 109-LVM can be submitted in lieu of Form 222-4T to the Executive Officer in accordance with Rule 219 (h)(1)(E)(ii).

Filing Fee: $260.61 (Effective 7/1/2023 - 6/30/2024)
