Status Update - Rule 1180 Community Air Monitoring Sites

Below is information regarding the Rule 1180 Community Air Monitoring Stations and an update on their implementation. This information will be updated as additional community sites and instruments come online.

One of the main objectives of Rule 1180 is to provide the public with information about the potential impact of refinery emissions on air quality of local communities. Public notification is therefore desired as a means of notifying the community when and if local air quality exceeds a pre-determined acute health-based threshold. South Coast AQMD staff is working on the implementation of the public notification feature. An announcement with instructions on how to sign up for notification emails will be distributed when this feature becomes available.

 HUDSON AIR MONITORING STATION

Location: this station is located just east of the Marathon Wilmington and Carson Refineries, in the Carson and Long Beach communities. The residential area surrounding these refineries is home to numerous schools, parks and businesses.

Instruments installed as of 12/31/2019:

  • H2S and BC instruments are online and live data can be viewed here
  • An automated GC for VOC measurements was installed on 12/19/2019 and is currently collecting data. Live data display is scheduled to be available in January 2020
  • Optical multi-pollutant analyzers for VOC and other air toxic measurements and a meteorological station scheduled to be installed in January 2020

HARBOR PARK AIR MONITORING STATION

GPS coordinates: 33.786252° N; 118.286028° W

Location: this station is located in Wilmington, just north of the Phillips 66 Wilmington Refinery. The Wilmington residential community shares a border with the Phillips 66 Wilmington refinery, with residences within approximately 30 meters (less than 100 ft) from the refinery fenceline.

Instruments installed as of 12/31/2019:

  • H2S and BC instruments are online and live data can be viewed here
  • An automated GC for VOC measurements was installed on 12/20/2019 and is currently collecting data. Live data display scheduled to be available in January 2020
  • Optical multi-pollutant analyzers for VOC and other air toxic measurements and a meteorological station scheduled to be installed in January 2020

LEEWARD BAY MARINA AIR MONITORING STATION

GPS coordinates: 33°46'39.8" N; 118°14'33.4" W

Location: this station is located in Wilmington, just west of the Valero Wilmington Refinery. The marina serves as a permanent home to a number of residents living in their boats. Approximately 0.5 miles to the west and north-west there are numerous schools, parks and businesses.

Instruments installed as of 12/31/2019:

  • A BC instrument is online and live data can be viewed here
  • An automated GC for VOC measurements was installed on 12/24/2019 and is currently collecting data. Live data display scheduled to be available in January 2020
  • HF and H2S instruments and a meteorological station scheduled to be installed in January 2020
  • This station will be relocated to a permanent location east (mostly downwind) of the Valero refinery and near the Port of Long Beach. Optical multi-pollutant analyzers for VOC and other air toxic measurements will be installed at this new permanent site

EL SEGUNDO AIR MONITORING STATION

Location: this station is located in downtown El Segundo, just north of the Chevron El Segundo refinery. This area includes several small businesses with multiple restaurants and a large residential community with schools, parks and recreational centers.

Instruments installed as of 12/31/2019:

  • H2S and BC instruments are online and live data can be viewed here
  • An automated GC for VOC measurements was installed on 12/23/2019 and is currently collecting data. Live data display scheduled to be available in January 2020
  • A meteorological station scheduled to be installed in January 2020
  • This station will be relocated to a permanent location in the same area. Optical multi-pollutant analyzers for VOC and other air toxic measurements will be installed at this new permanent site

ST LUKE AIR MONITORING STATION

Location: this station is located in the Long Beach community, just east of the Marathon Carson Refinery. The residential area surrounding this refinery is home to numerous schools, parks and businesses.

  • H2S and BC instruments, and an auto GC for VOC measurements have been installed on 12/26/2019, and live data will be available as soon as power is established at this site
  • An optical multi-pollutant analyzer for VOC and other air toxic measurements and a meteorological station scheduled to be installed in January 2020

JUDSON AIR MONITORING STATION

Location: this station is located in the Carson community, just west of the Marathon Carson Refinery. The residential area surrounding these refineries is home to numerous schools, parks and businesses.

  • H2S and BC instruments, and an auto GC for VOC measurements have been installed on 12/27/2019, and live data will be available as soon as power is established at this site
  • A meteorological station will be installed in January 2020
  • An optical multi-pollutant analyzer for VOC and other air toxic measurements scheduled to be installed in February 2020

FIRST METHODIST AIR MONITORING STATION

Location: this station is located in the Wilmington community, west of the Phillips 66 Carson Refinery. The residential area surrounding this refinery is home to numerous schools, parks and businesses.

  • A monitoring container including H2S and BC instruments, an auto GC for VOC measurements, and a meteorological station is scheduled to be installed in January 2020, and live data will be available as soon as power is established at this site
  • An optical multi-pollutant analyzer for VOC and other air toxic measurements scheduled to be installed in February 2020

NORTH HIGH SCHOOL, ELM AVE, and WEST HIGH SCHOOL AIR MONITORING STATIONS

Locations: the North High School, Elm Ave, and West High School stations are located in the Torrance community, just north, south, and west of the Torrance Refinery, respectively. The residential area surrounding the Torrance Refinery is home to numerous schools, parks and businesses. These two stations have been in operation since November 2019 as a part of the Torrance Air Project, funded by the South Coast AQMD. To view the near real-time data at these sites please visit: www.torranceair.org. South Coast AQMD is currently working with the Torrance Air team to also display their data on the Rule 1180 Community Air Monitoring data portal.

  • HF, H2S and BC instruments and an auto GC for BTX (benzene, toluene and xylenes) are online at the North High School and Elm Avenue stations, and live data can be viewed on the Torrance Air website
  • A meteorological station is installed at the Elm Avenue station and can be viewed on the Torrance Air website
  • HF, H2S and BC instruments and an auto GC for BTX (benzene, toluene and xylenes) have been installed at the West High School station, and live data will be available as soon as power is established at this site

GUENSER PARK AIR MONITORING STATION

Location: this station will be deployed at Guenser Park in the North Torrance community and north-east of the Torrance Refinery. This is a densely populated residential area, with numerous schools, parks and businesses.

  • A monitoring trailer with H2S and BC instruments, an auto GC for VOC measurements, an optical multi-pollutant analyzer for VOC and other air toxic measurements, and a meteorological station will be installed as soon as the site access agreement is finalized
