  • The public meeting of the South Coast AQMD Governing Board begins at 9:00 a.m. The Governing Board generally will consider items in the order listed on the agenda. However, any item may be considered in any order.

    A. Determine That Proposed Amended Rule 1136 – Wood Products Coatings, Is Exempt from CEQA; Amend Rule 1136; and Submit for Inclusion Into State Implementation Plan

    Rule 1136 establishes VOC limits for wood products coatings. The California Office of Environmental Health Hazard Assessment determined that two compounds, para-Chlorobenzotrifluoride (pCBtF) and tert-Butyl Acetate (tBAc), which are used in some wood products coatings, have carcinogenic health effects. Proposed Amended Rule 1136 includes a future effective prohibition for pCBtF and t-BAc, equivalent alternative Product Weighted Maximum Incremental reactivity VOC limits, sell through and use through provisions, and removes outdated provisions. This action is to adopt the Resolution: 1) Determining that PAR 1136 – Wood Products Coatings is exempt from the requirements of the California Environmental Quality Act, 2) Amending Rule 1136 – Wood Products Coatings; and 3) Directing staff to submit PAR 1136 - Wood Products Coatings for Inclusion into the State Implementation Plan.     B. Determine That Proposed Amended Rule 1144 – Metalworking Fluids and Direct-Contact Lubricants, Is Exempt from CEQA; and Amend Rule 1144  

    Rule 1144 establishes VOC limits for metalworking fluids and direct-contact lubricants. The California Office of Environmental Health Hazard Assessment determined that two compounds, tert-Butyl Acetate (t-BAc) and para-Chlorobenzotrifluoride (pCBtF), have carcinogenic health effects. Both pCBtF and t-BAc could be used in metalworking fluids and/or direct-contact lubricants. Proposed Amended Rule 1144 includes a phase-out timeline to cease the sale and use of pCBtF and t-BAc based products as well as sell- and use-through provisions. This action is to adopt the Resolution: 1) Determining that Proposed Amended Rule 1144 – Metalworking Fluids and Direct-Contact Lubricants, is exempt from the requirements of the California Environmental Quality Act; and 2) Amending Rule 1144.     3. Amend Contracts and Add Funds to Contractor Contracts for Enhanced Fleet Modernization Program Implementation

    Since 2015, South Coast AQMD has been implementing the Enhanced Fleet Modernization Program, branded as Replace Your Ride. The program utilizes consultant support for participant application evaluation, outreach, and education. Consultants were selected through a competitive process by a panel of subject matter experts. Additional funding is needed for case management consultants as a result of a surge of applications received in late summer 2025 and while new case management consultant contracts are put into place through RFP 2026-05, which closed in December 2025. This action is to amend contracts with the Foundation for California Community Colleges, Center for Sustainable Energy, and Green Paradigm Consulting, Inc. to add a total of up to $1,000,000 from HEROS II Special Revenue Fund to continue support of Replace Your Ride implementation.   • 4. Appropriate Funds, Amend Contracts, Issue Solicitations and Purchase Orders for U.S. EPA Grant

    In October 2023, the Board recognized revenue from U.S. EPA Inflation Reduction Act grant award for Empowering Community-Based Air Quality Monitoring through South Coast AQMD’s Sensor Library Program. Through this program, South Coast AQMD will partner with communities and expand an existing pilot sensor library program. U.S. EPA is expected to grant a no-cost extension for this grant in early 2026. These actions are to appropriate up to $122,082 in the Monitoring and Analysis’ FY 2025-26 and/or FY 2026-27 budgets, amend contracts, and issue solicitations and purchase orders to expand educational outreach and sensor deployment in communities.   • 5. Appropriate Funds from General Fund Undesignated (Unassigned) Fund Balance into Planning, Rule Development, and Implementation Services & Supplies Budget to Reimburse Work on Upgrades to California Emissions Estimator Model

    On July 9, 2024, California Department of Transportation awarded $450,000 from the Sustainable Transportation Planning Grant to support upgrades to California Air Pollution Control Officers Association’s (CAPCOA) California Emissions Estimator Model (CalEEMod). On September 6, 2024, the Board approved recognizing the funds and authorizing the Executive Officer to enter into an agreement with CAPCOA. This action seeks to appropriate funding from the General Fund Undesignated (Unassigned) Fund Balance into the Planning budget to reimburse CAPCOA for the upgrades to CalEEMod and GHG Mitigation Measures Handbook. This action recommends the Board to: 1) Appropriate up to a cumulative total of $450,000 from the General Fund Undesignated (Unassigned) Fund Balance into Planning, Rule Development, and Implementation (PRDI) FYs 2025-26, 2026-27, and/or 2027-28 Budgets, Services and Supplies Major Object, to implement the terms of the Sustainable Transportation Planning Grant; and 2) Authorize the Executive Officer to enter into an agreement with CAPCOA, in an amount not to exceed $450,000, from the PRDI FYs 2025-26, 2026-27, and/or 2027-28 Budgets to implement the terms of the Sustainable Transportation Planning Grant.   • 6. Authorize Purchase of Maintenance and Support Services for Servers and Storage Devices

    The servers and storage devices are used by enterprise-level software applications that currently support the Clean Air Support System, a set of computer applications used in South Coast AQMD core activities. Maintenance support for these systems will expire on April 30, 2026. This action is to obtain approval for the sole source purchase of hardware and software maintenance and support services for servers and storage devices from Hewlett Packard Enterprise Company for one year, in an amount not to exceed $190,000. Funds for these purchases are included in Information Management’s FY 2025-26 Budget. (Reviewed: Administrative Committee, February 13, 2026) 

  • 7. Execute Contract for Independent Audit Services for FYs Ending June 30, 2026, 2027, and 2028

    On November 7, 2025, the Board approved release of an RFP for independent financial audit services. Four proposals were submitted to the Administrative Committee for consideration at its February 13, 2026 meeting. After the Committee interviewed representatives of each of the firms, Simpson & Simpson, LLP was selected to be recommended to the full Board.   • 8. Issue Program Announcement and Amended Program Opportunity Notice as Approved by MSRC

    The MSRC approved both a Program Announcement offering incentives for the procurement of zero emission transit buses and supporting infrastructure and an amendment to the currently open Program Opportunity Notice for projects to enhance the operational resiliency of zero emission charging infrastructure, as part of the FYs 2024-27 Work Program.     23. Determine That Proposed Amended Rule 1124 – Aerospace Assembly and Component Manufacturing Operations, Is Exempt from CEQA; Amend Rule 1124; and Submit for Inclusion Into State Implementation Plan

    Rule 1124 establishes VOC limits and material-use requirements for aerospace assembly and component manufacturing operations. The California Office of Environmental Health Hazard Assessment has determined that para-Chlorobenzotrifluoride and tert-Butyl Acetate, which are used in certain aerospace materials, have carcinogenic health effects. Proposed Amended Rule 1124 includes several compliance pathways to minimize the health impact from materials that contain these toxic air contaminants that are used in aerospace operations. This action is to adopt the Resolution: 1) Determining that Proposed Amended Rule 1124 – Aerospace Assembly and Component Manufacturing Operations, is exempt from the requirements of the California Environmental Quality Act; 2) Amending Rule 1124 – Aerospace Assembly and Component Manufacturing Operations; and 3) Directing staff to submit Proposed Amended Rule 1124 - Aerospace Assembly and Component Manufacturing Operations to CARB and U.S. EPA for inclusion into the State Implementation Plan.   • 24. Approve and Adopt Technology Advancement Office Clean Fuels Program 2025 Annual Report and 2026 Plan Update, Resolution and Membership Changes for Clean Fuels Advisory Group

    Each year by March 31, South Coast AQMD must submit to the California Legislative Analyst an approved Annual Report for the past year and a Plan Update for the current calendar year for the Clean Fuels Program. These actions are to: 1) approve and adopt the Technology Advancement Clean Fuels Program 2025 Annual Report and 2026 Plan Update; 2) adopt the Resolution finding that proposed projects do not duplicate any past or present programs; 3) approve and adopt membership changes to the SB 98 Clean Fuels Advisory Group; and 4) receive and file membership changes to the Technology Advancement Advisory Group.   • 25. Approve Annual RECLAIM Audit Report for 2024 Compliance Year

    The Annual RECLAIM Audit Report for 2024 Compliance Year for the NOx and SOx RECLAIM program is prepared in accordance with Rule 2015 - Backstop Provisions. This report assesses emission reductions, availability and average annual prices of RECLAIM Trading Credits (RTCs), job impacts, compliance issues, and other measures of performance for the 31st year of this program. A list of facilities that did not reconcile their emissions for the 2024 Compliance Year is also included in the report. This action is to adopt the Resolution: 1) Approving the Annual RECLAIM Audit Report for the 2024 Compliance Year; 2) Approving staff’s recommendation to determine that paragraphs (d)(1) through (d)(4) of Rule 2004 continue without change, as reported in the August 2022 evaluation and review of the compliance and enforcement aspects of the RECLAIM program; and 3) Directing the Executive Officer to submit to CARB and U.S. EPA, the Annual RECLAIM Audit Report and the August 2022 evaluation and review of the compliance and enforcement aspects of the RECLAIM program, including the determination that paragraphs (d)(1) through (d)(4) of Rule 2004 continue without change. Instructions for Participating in a Virtual Meeting as an Attendee

As an attendee, you will have the opportunity to virtually raise your hand and provide public comment.

Before joining the call, please silence your other communication devices such as your cell or desk phone. This will prevent any feedback or interruptions during the meeting.

For language interpretation:

Click the interpretation Globe icon at the bottom of the screen
Select the language you want to hear (either English or Spanish)
Click “Mute Original Audio” if you hear both languages at the same time.

After each agenda item, the Chairman will announce public comment.

Speakers may be limited to a total of 3 minutes for the entirety of the consent calendar plus board calendar, and three minutes or less for each of the other agenda items.

A countdown timer will be displayed on the screen for each public comment.

If interpretation is needed, more time will be allotted.

Directions to provide public comment on ZOOM from a DESKTOP/LAPTOP or SMARTPHONE:

  • Click on the “Raise Hand” feature on the bottom of the screen.
  • This will signal to the host that you would like to provide a public comment and you will be added to the list.

Directions to provide public comment via TELEPHONE:

  • Dial *9 on your keypad to signal that you would like to comment.
