Background

Rule 2305, the Warehouse Actions and Investments to Reduce Emissions (WAIRE) Program, applies to approximately 4,000 large warehouses in South Coast AQMD. This rule provides several compliance paths to address warehouse-related emissions, including a mitigation fee option. WAIRE Mitigation Program uses fees collected from warehouse operators under Rule 2305 to provide incentive funding for eligible emission reducing projects.

For the first year of the program, approximately $73.1 million is available to support the purchase of new zero-emission Class 4-8 trucks, off-road yard trucks, and associated zero-emission charging and fueling infrastructure. Eligible applicants include warehouse operators, fleet operators, and zero emission truck charging and fueling infrastructure providers serving warehouses. Applications are reviewed in the order received on a first-come, first-served basis, and funds are awarded to applicants that meet all requirements of the program.

Funding Information for Year 1

Source Receptor Areas (SRAs) are specific geographic regions used by South Coast AQMD to monitor and manage air quality within the jurisdiction that help assess localized pollution levels. Qualifying projects that are awarded WAIRE Mitigation Program funding must achieve or facilitate emission reductions around warehousing activities in the same area and county where fees are collected. Mitigation fees collected from warehouse operators and owners are set aside and allocated for use within the SRA. Awarded eligible projects must maintain a geographic connection to the SRA from which the funding originated for the full 3-year project life. See the Program Announcement for details.

Once all available funds have been reserved, additional eligible applications will be placed on a waitlist on a first-come, first-served basis. If no eligible projects are found within an SRA, funds may be used in an adjacent SRA within the same county. Eligible projects in adjacent SRAs within the same county will be evaluated at the end of the solicitation period. Any unspent funds will be carried over to a future funding year for use within that SRA.

For truck purchases, total incentives from all funding sources cannot exceed 85 percent of eligible truck costs, including taxes and government fees but excluding government tariffs. Please refer to Program Announcement for full details on eligible and ineligible vehicle costs.

For infrastructure projects, total incentives from all funding sources cannot exceed 85 percent of eligible infrastructure costs, including taxes and government fees but excluding government tariffs. Eligible costs include equipment purchases and certain installation‑related expenses, and at least 50 percent of each WAIRE Mitigation Program award must be applied to equipment.
